The Investment Project for the Noi Bai - Lao Cai expressway connection with Tuyen Quang - Phu Tho expressway was approved according to Decision No. 699/QD-BGTVT dated June 4, 2024 of the Ministry of Transport (now the Ministry of Construction). The total investment of the project is more than 692 billion VND.
Currently, the project is invested by the Phu Tho Regional Project Management Board. From mid-February 2025, the construction package of the project completed the contractor selection and construction deployment to date.
According to reporters of Lao Dong Newspaper in mid-January 2026, the construction contractor is mobilizing a lot of manpower, vehicles, and raw materials to construct the project.

In the area at the end of the Tuyen Quang - Phu Tho expressway, the traffic volume is very large. During the construction process, the contractor has arranged lights, signs, barriers... to notify and warn, and at the same time assigned people to guide and divert traffic to ensure smooth access to the expressway.
The expressway section being built will have a route that will follow the existing Ho Chi Minh road, with a total length of more than 2.7km, connecting the IC9 intersection of Noi Bai - Lao Cai expressway and the end point of Tuyen Quang - Phu Tho expressway. The rest is the service road system.
Talking to Lao Dong Newspaper reporters at noon on January 15, Mr. Do The Nam - Deputy Director of Phu Tho Regional Project Management Board - said that so far the compensation and site clearance work of the project has been completed, the project implementation volume to date has reached 36% (project implementation deadline is June 30, 2026).
According to the report, the completed volume focuses on tasks such as: excavating and filling the roadbed, constructing crushed stone leveling, civil underpasses, walls, construction, round culverts, open concrete ditches, load-bearing ditches, drilled piles, culvert platforms... Construction of level beams, bridge embankments, railings and medians of provincial road 315B overpass, gathering crushed stone leveling materials, granular materials, sand for roadbed filling...
The project connecting the Noi Bai - Lao Cai expressway with the Tuyen Quang - Phu Tho expressway when put into use will help reduce the load on the Ho Chi Minh road, reduce traffic accidents, improve the operating capacity and investment efficiency of the 2 expressways, contributing to promoting socio-economic development.
