According to Mr. Luong Minh Phuc - Director of the Project Management Board of Construction Investment Projects of Ho Chi Minh City Transport works (Traffic briefing, project investor), the points of affected are concentrated mainly on the sidewalk on the left of the route (in the direction from the abutment of M1 to the M2 abutment) opposite the bridges of T11, T14, the sidewalk on the right opposite the T4 bridge pillar (under the bidding package No. 11); On the left of the road opposite the T16 bridge pillar (package No. 12); And at the intersection of Phan Thuc Duy - road 18e.

Mr. Luong Minh Phuc said that the main reason is that the electricity industry, specifically Tan Binh Electricity, has dug sidewalks to handle the problem of congestion of electric cables and installed equipment to connect cables.
However, after the construction, this unit only temporarily re-established and temporarily paved the sidewalk. Due to rain and weak soil, subsidence occurs.
"We have issued a document requesting Tan Binh Electricity to urgently complete the remaining items, and at the same time restore all sidewalks to the original state, ensuring the technical design" - Mr. Phuc said.
According to the plan, the repair will be implemented this week and is expected to be completed within 4 days.
A representative of Tan Binh Power Company also confirmed the information and said that they had requested the contractor to immediately handle the areas where the subsidence occurred.
"We will remove all peeling tiles and level the foundation before re-lining the tiles according to the original design. At the same time, all locations that have been constructed will be inspected, if similar problems are detected, they will be completely handled" - said a representative of Tan Binh Power Company.

The Traffic Department also requires Tan Binh Power Company to notify in advance when it is necessary to handle underground cable incidents on the route to have close coordination and ensure the quality of the project after construction.
In case the process is not implemented correctly, any incidents related to quality or accidents occur, the electricity company will be fully responsible.
The Tran Quoc Hoan - Cong Hoa connecting route has a total investment of about VND4,800 billion, started construction at the end of 2022 and was opened to traffic on April 19, 2025, to serve the operation of Tan Son Nhat Airport's T3 Terminal.
The route is about 4 km long, with a cross-section of 29.5 m to 48 m, starting at the Phan Thuc Duyen - Tran Quoc Hoan intersection, ending at the intersection with C12 - Cong Hoa - Truong Chinh road.
The project includes two underpasses at key intersections and a 980 m long, 17 m wide overpass, built in front of Terminal T3.
