7 years have only paid a few deposits
According to the actual records of Lao Dong Newspaper reporters, in An Khanh ward, Ninh Kieu district, Tran Bach Dang street, spacious and extended for about 1km, suddenly stopped, becoming a "dust road" in front of Ba Bo canal.

Local people said that in 2018, Tran Bach Dang bridge connecting Ninh Kieu and Binh Thuy districts of Can Tho city was started, but until now it is still just bushes, concrete piles lying around the bank on the Binh Thuy district side. For many years, they have had to take a long detour to travel between the two banks of the canal, and hope the bridge will be completed soon.
"The road is beautiful, everyone is happy. But after going a short distance, it all goes, it has been like that for many years, to get through this district or that district, you have to take a detour, it is far away and very crowded with vehicles", said Ms. Nguyen Thi Lan, a resident living near this area.

Meanwhile, on the other side of the canal, in Binh Thuy district, the scenery of the Tran Bach Dang bridge project makes people even more surprised. Instead of the image of a bustling construction site, this place appears as an empty, desolate lot of grass. If there were no concrete pillars "pulling up" among the trees, few people would have recognized this as the location of a large bridge project.
It is worth mentioning that through observation, many iron and steel structures exposed to the sun and rain have shown clear signs of rust over time. This not only wastes materials but also raises doubts about the quality of the project when it is re-implemented.
Project from "ging road" to waiting for new Decree
Regarding the above issue, at the end of March 2025, the City Construction Investment Project Management Board (PMU) responded to voters about updating the progress and results of handling voters' opinions and recommendations before the 18th Session of the City People's Council.
According to the PMU, the unit is assigned to be the investor of the bridge project, the road leading to the bridge from the resettlement area of Can Tho University of Medicine and Pharmacy to Cuu Long resettlement urban area from June June.
At the time the Project Management Board received the project from the Construction Investment Project Management Board 2, Can Tho City, the contractor temporarily stopped construction.


The Project Management Board has issued many documents urging and reminding the contractor to urgently resume construction. However, at that time, the land in Ninh Kieu district had not yet been handed over (due to not having 2 resettlement plots for 1 household), leading to many difficulties in the road for gathering materials, machinery and equipment. Since then, the contractor has issued a document requesting to terminate the contract because it cannot be implemented due to land clearance problems and price problems.
On October 24, 2023, the People's Committee of Can Tho City issued Official Letter 4294 on reviewing and re -evaluating the scale of the bridge project and the road leading to the bridge from the resettlement area of Can Tho University of Medicine and Pharmacy to Cuu Long Resettlement Urban Area. Follow the guidance of the City People's Committee in the above official letter.
Next, on November 24, 2023, the PMU has been proposed to adjust the project investment scale. In particular, adjust the total investment and the project implementation time (until 2026); Adjust the path size (from 8-14m to 18-32m); Adjust the size of the bridge (from galvanized steel bridge (l = 18.12m) into reinforced concrete bridge (3 beats: 12.5m+18.6m+12.5m)).

On November 28, 2024, the Department of Planning and Investment (now the Department of Finance) issued Official Letter No. 3641 on the completion of the project's adjustment dossier. In addition to suggestions to complete the report on proposal, the Department of Finance proposed the PMU to consult the Department of Construction on the total adjustment of investment.
On December 5, 2024, the Project Management Board issued Official Letter No. 2118 to the Department of Construction for consideration and comments on the total adjusted investment of the project.
On December 25, 2024, the Department of Construction issued a dispatch to respond to 4238 on the opinion of the appraisal of adjusting the project's outstanding policy. Next to 11.3.2025, the PMU continued to report No. 372 to the Department of Finance on proposing to adjust the project investment policy.
Currently, the Department of Finance is waiting for the Government to issue a Decree guiding the Law on Public Investment No. 58/2024/QH15 to conduct an appraisal and advise the City People's Committee to approve the adjustment of the project investment policy.
