Exchanging at the regular press conference on January 30, Mr. Nguyen Tri Duc, Chief of Office of the Ministry of Construction, emphasized a number of contents related to the high-speed railway project.
According to the Chief of the Ministry of Construction Office, in 2025, the Ministry of Construction submitted to the National Assembly to introduce contents on specific mechanisms and policies, especially applicable to high-speed railway projects on the North-South axis.
In 2026, the Ministry will continue to promote research, promote transfer, application and development of advanced technology solutions in the process of infrastructure development.
Setting the goal that Vietnamese enterprises must gradually master the technology of high-speed railway and urban railway construction, reducing dependence on foreign contractors, first of all in the field of operation and exploitation and moving towards gradual production" - Chief of Office of the Ministry of Construction emphasized.
The Ministry will also continue to focus on human resource development, especially high-quality human resources to meet the requirements of developing the country's infrastructure system in all fields in the new era. In which, focusing on personnel organization, identifying personnel work as "key of key", building a contingent of leaders and managers at all levels, especially heads with sufficient qualities, qualifications, and capacity, capable of working in an international environment, meeting the requirements of tasks in the new situation; focusing on training and developing human resources in the railway sector in the new context.
Regarding the North-South high-speed railway project, recently, the Standing Committee of the Government issued Notice No. 03/TB-VPCP dated January 4, 2026, requesting the Ministry of Construction to closely follow the direction of the Politburo, the policy of the National Assembly, the Prime Minister (based on practice, requirements, capabilities; politics, diplomacy; design speed of 350km/h), clearly propose which technology to choose and clearly state the basis, carefully assess the economic and technical factors, management, operation, exploitation, technology transfer...
Regarding investment forms, based on the selected technology plan, the Ministry of Construction presides over the development of criteria and procedures for selecting investment forms (public, PPP, business) in a scientific and transparent manner, ensuring national interests, combating corruption and negativity (impact assessment, ensuring harmonious interests between parties).
In case it is necessary to supplement specific mechanisms and policies suitable for each investment method (public investment, PPP investment, business investment), it is necessary to implement them in accordance with procedures and regulations, carefully assess the impact... ensuring science, publicity, transparency, harmony of interests and risk sharing... according to the directions of the Prime Minister.
