The coastal road Xuan Hoi - Thach Khe - Vung Ang (also known as Provincial Road 547) was approved for upgrading by the People's Committee of Ha Tinh province in 2017 with a total length of 62km, with a total investment of 1,500 billion VND.
The project is invested by the Ha Tinh Province Traffic Construction Investment Project Management Board.
Up to now, after more than 7 years of use, many locations from the section passing through Cam Linh commune (Cam Xuyen) to Ky Bac commune (Ky Anh district) have peeled off, creating large potholes, when it rains, it is flooded and muddy, making it difficult for vehicles to travel, especially for motorbike riders.

Mr. Nguyen Tran Toan - Head of Ha Tinh Traffic Safety Infrastructure Management Department - said that there are many reasons why some sections on Ha Tinh coastal road are damaged and seriously degraded.
In particular, the main reason is that the exploitation time is long, and the funding for regular maintenance is limited. While the traffic volume is increasing.
In addition, the climate conditions of coastal areas often have windy rain and humidity, which also affects the quality of the project.
Authorities need to strengthen vehicle weight control; road management units continue to proactively inspect, detect, and promptly handle damaged locations on the route. It is necessary to allocate funding for periodic maintenance and repair of damage, contributing to ensuring traffic safety, said Mr. Nguyen Tran Toan.

A leader of the Ha Tinh Province Traffic Construction Investment Project Management Board said that in November 2024, the Ha Tinh Provincial People's Committee approved the Ha Tinh Coastal Road Repair Project (Provincial Road 547) with a budget of more than 22 billion VND.
In the near future, damaged locations on the route will be repaired when the process of selecting construction units is completed.

Previously, in October 2023, the People's Committee of Ha Tinh province sent a document to the Ministry of Transport requesting the conversion of the Ha Tinh coastal provincial road to the Ha Tinh coastal national highway.
The reason, according to the People's Committee of Ha Tinh province, the lack of maintenance funds puts some items of the coastal traffic infrastructure at risk of deterioration and damage, affecting traffic safety, exploitation capacity and road life.
Therefore, in order to effectively manage, maintain, ensure smooth and safe traffic, maintain exploitation capacity and longevity, the People's Committee of Ha Tinh province proposed that the Ministry of Transport and the Vietnam Road Administration consider and approve the conversion of the coastal route of Ha Tinh province into the Ha Tinh Coastal National Highway and entrust it to the Ha Tinh Department of Transport for management, maintenance and exploitation.
