Expressway, belt to be technically open to traffic on December 19
Currently, the Bien Hoa - Vung Tau expressway, Ben Luc - Long Thanh expressway, Ho Chi Minh City Ring Road 3 as well as the expansion of the Ho Chi Minh City - Long Thanh - Dau Giay expressway... are being urgently constructed to be able to operate synchronously when the Long Thanh airport project is put into operation and exploitation in 2026.
Of which, the Bien Hoa - Vung Tau expressway connecting Long Thanh airport has 3 component projects. Up to now, the component project 3 through Ho Chi Minh City (formerly Ba Ria - Vung Tau province) has been open to technical traffic since April 2025. The remaining two component projects through Dong Nai province are under sprint construction to be completed on December 19, operating in sync with the Long Thanh airport project.
For component project 1 represented by the Dong Nai Provincial Construction Investment Project Management Board, Mr. Duong Van Hieu - Deputy Director of the Provincial Department of Construction - said that contractors need to be more determined in transferring volume, handling contractors with weak contracts... Mobilizing all resources with the highest determination "no withdrawal roads, only forward roads" to speed up the construction of the remaining volume to ensure technical traffic opening on December 19, 2025 as committed.
Chairman of Dong Nai Provincial People's Committee Vo Tan Duc also requested the Project Management Board to urgently add additional subcontractors, direct contractors to increase machinery, equipment, gather materials, and labor to speed up construction to compensate for the delayed progress. For the Ho Chi Minh City Ring Road 3 construction project, the construction progress of the 3 packages has reached nearly 51% of the contract value (slow compared to the plan). Therefore, the People's Committee of Dong Nai province requested the Provincial Construction Investment Project Management Board to continue directing contractors to increase human resources, equipment, and organize "3 shifts, 4 teams" to complete on schedule.
In early November 2025, Minister of Construction Tran Hong Minh and the working delegation also inspected the actual progress of the Bien Hoa - Vung Tau Expressway project and Long Thanh airport. Project Management Board 85 (Ministry of Construction) is the investor of component project 2 of Bien Hoa - Vung Tau Expressway and said: The entire section of the route, over 18km long, has achieved more than 70% of the contract value. According to Mr. Nguyen Van Long - Deputy Director in charge of Project Management Board 85, to achieve the goal of opening the project's technical traffic before December 19, 2025 at the request of the Prime Minister, in the past, the investor has requested contractors to increase the maximum human resources and equipment to work overtime, "working day and night".
Currently, Dong Nai province needs capital of more than 64,600 billion VND to participate in transport infrastructure projects to enhance the connection of Long Thanh airport with Ho Chi Minh City. At the same time, to enhance the connection of localities in the province with Long Thanh airport, Dong Nai province is also implementing projects to upgrade, expand, and build provincial routes 769, 773, 770B.
Nearly 14,000 personnel race for the progress of the Long Thanh airport project
Regarding the progress of the Long Thanh Airport Project, according to Vietnam Airports Corporation (ACV), up to now, all project items of the project are being organized by ACV to be constructed simultaneously on the entire construction site. The contractor consortia have deployed hundreds of construction teams, mobilizing nearly 14,000 experts, engineers, workers, laborers and more than 3,000 construction equipment to speed up the construction progress compared to the signed contract from 3 to 6 months to ensure the basic goal of completing the project before December 19, 2025, putting it into operation and commercial exploitation in the first half of 2026 in accordance with the direction of the Prime Minister.
In particular, the passenger terminal is considered a gantt road, the progress of the entire project will be basically completed before December 19. The first runway and taxiway have completed construction and equipment installation, and have conducted standard flights that meet the conditions for operation. The aircraft parking lot will basically be completed before December 19. The second runway will be completed in June 2026...
Regarding traffic connection with expressways, line 1 has been technically opened to traffic on April 30, 2025; Line 2, contractors are actively implementing the construction of traffic safety items, trees, lighting to complete the entire project in November 2025.
