According to the Gia Lai Provincial People's Committee Office, through reviewing and evaluating "Online payment" data extracted from the National Public Service Portal, it was found that there are many administrative procedures that require fee and fee collection with a specific amount, but localities update information on the amount of "3 VND" (only applicable to cases of free and fee collection) on the VNPT iGate System, especially the certification procedure with 3,973 records.
From July 1 to November 12, for TTHCs in the field of certification, the whole province had 3,973 records that had not been paid fees online on the National Public Service Portal and there was a situation of fee cancellation and external payment, occurring at the People's Committee of Ia Nan commune, Pleiku ward...
The updating of information on the amount of fees and charges to be collected "3 VND" is not in accordance with regulations, posing many potential risks in managing and controlling information and data related to handling administrative procedures. This also seriously affects the results of implementing the "Online Payment" target under the "People and Business Service Index" of the province.
Therefore, the Provincial People's Committee Office requests the Chairmen of the People's Committees of communes and wards to direct civil servants and public employees (CCVC) at specialized departments to determine the correct fees and charges to be collected for each dossier and accurately fill in the amount of money that people must pay on the VNPT iGate System, before transferring the step to return the results to the Public Administration Service Center.

Localities must strictly implement the direction of the Provincial Chairman with the requirement: 100% of records with fees and charges must be paid online on the National Public Service Portal.
If there is still a situation of arbitrarily updating the status of fee and fee collection and "0,0 VND" in violation of regulations, the Provincial People's Committee Office will compile a list of related individuals and organizations; propose the Chairman of the Provincial People's Committee to consider and handle responsibilities for dishonest acts in performing public duties according to regulations.
