After more than 2 months of implementing the 2-level local government model, the work of registration and management of civil status in Gia Lai province has had many positive changes, gradually applying information technology, connecting data to serve people, contributing to reforming administrative procedures.
However, the implementation process still has problems such as: connection and data sharing between systems are not synchronous; civil status data from 2016 to present has not been fully updated; limited facilities and information technology infrastructure; civil status in some places have not met the requirements on quantity and qualifications; many localities still require submitting unnecessary copies of documents...

To rectify and overcome the limitations, Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan requested the Department of Justice to coordinate with the People's Committees at the commune level to review all civil status data, ensuring complete and accurate updates to the Electronic Civil status Database. At the same time, guide the People's Committees at the commune level to properly exercise their authority when handling procedures.
Urgently deploy decentralization of authority in the field of civil status according to the direction of the Provincial Chairman, especially the revocation and cancellation of civil status documents in violation of regulations; approve and restore electronic data; ensure quick handling, protect the legitimate rights and interests of the people.
In addition, it is necessary to thoroughly grasp the use of electronic copies of household documents and personal documents on VNeID, and not require the submission of copies in cases where the law has allowed the use of electronic copies or photos with the original.
Commune-level People's Committees strictly implement the updating, management, and exploitation of electronic civil status data; work with the Department of Justice to handle errors, do not send official dispatches or make requests to correct data errors, and cancel civil status registration records on the software.
In particular, localities need to quickly arrange enough civil servants with qualifications to do household registration work; carry out procedures, sign household registration documents under proper authority.
