Gia Lai requires handling surplus assets after arrangement in accordance with regulations, avoiding waste, especially not being allowed to sell offices and career facilities.

On July 19, Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan issued instructions on the arrangement of headquarters and facilities to serve the operations of the new local government model and the management and exploitation of surplus headquarters after the arrangement of administrative units.

The directive was issued to ensure the implementation of the 2-level local government model continues to promote effectiveness, efficiency, smooth operation, and without interruption after the merger.

Mr. Pham Anh Tuan requested agencies, units and localities to strictly and fully implement regulations and instructions from the Central to the provincial level on the arrangement, arrangement and handling of headquarters and facilities serving the operations of agencies and organizations according to the new model. The arrangement must be reasonable and effective, avoiding waste of resources and public assets.

For surplus assets after the arrangement, units must handle them in accordance with legal regulations, avoid loss or waste; do not sell offices or business establishments.

In case after the arrangement and regulation of assets between agencies and organizations, there are still not enough or the existing assets do not meet the demand, additional procurement shall be carried out according to regulations. At the same time, it is necessary to repair and upgrade old headquarters and equipment to serve the assigned tasks.

In particular, priority is given to ensuring adequate headquarters, equipment, machinery, transmission lines and necessary conditions for the operation of the Public Administration Service Center, to meet the requirements of providing public services, handling administrative procedures for people and businesses continuously and effectively.

The Chairman of the Provincial People's Committee also noted the need to ensure conditions for preserving records and archival documents, avoiding damage caused by mold and termites; pay attention to housing and public accommodation for cadres, civil servants and workers who have to move their workplaces to new administrative centers.

Relevant units, especially commune-level People's Committees, must fully arrange forces to be on duty, protect, and manage surplus assets in accordance with regulations.

The Department of Finance is assigned to preside over and coordinate with relevant agencies to review all headquarters and surplus assets of the two old provinces of Gia Lai and Binh Dinh, thereby advising the new Gia Lai Provincial People's Committee to issue a plan to handle assets and headquarters according to the 6th principle clearly: "clear people, clear work, clear time, clear responsibilities, clear products and clear authority".

Regarding the equipment of cars for the new commune level, the Department of Finance is responsible for advising the Provincial People's Committee to allocate vehicles for general work for each commune and ward according to regulations. In case the commune-level units have not been equipped with vehicles, the Department of Finance proposes that the Provincial People's Committee decide to transfer them from the provincial-level agencies or purchase additional equipment to ensure good service to assigned tasks.
