Land planning for renewable energy is unclear
Currently, in Gia Lai, many wind power projects with a scale of thousands of billions of VND have been completed but have not been put into operation for more than 3 years, providing electricity to the market. There are 5 major projects including: Cho Long Wind Power Plant, Yang Trung Wind Power Plant, Ia Pech Wind Power Plant, Phat Trien Mien Nui Wind Power Plant and Che Bien Tay Nguyen Wind Power Plant.
Some power projects have been built on forestry land but have not yet converted to land use purposes. To overcome the consequences, the provincial authorities must review and adjust the planning. This administrative procedure takes about 2 years to complete.
A part of the project is built on land that is not in the energy planning and has not been consulted by the Government. Some investors have not yet ensured financial capacity to implement the project. Notably, there are cases where after having an investment policy but not yet completing land procedures, the project owner has transferred shares.
In September 2025, wind power investors have remedied the above violations and are seeking opinions from competent authorities to connect and put the project into commercial operation.
In Quang Ngai, the Tan Tan Nhat wind power project invested by Tan Tan Nhat Joint Stock Company has a capacity of 50 MW, with a total investment of VND 1,890 billion. The project has completed the installation of 18/18 wind turbines since December 2021, but for more than 4 years it has not been able to operate commercially and generate electricity to the grid.
The reason is that the investor has not completed the procedures for converting land use purposes, leasing land and approving the results of the acceptance of the project to apply for a power operation license. Due to the lack of legal procedures, the project has not been able to sign a power sale contract with Vietnam Electricity Group (EVN).
In Mang Den commune, the People's Committee of Quang Ngai province has directed departments and branches to coordinate with Kon Plong Wind Energy Company Limited to remove difficulties in legal procedures to speed up the progress of the key project with a total investment of VND 3,500 billion.
Due to many reasons, the project has not yet been implemented and the related legal procedures have not been completed.
Departments and functional branches must proactively support investors
In October 2025, the People's Committees of Gia Lai and Quang Ngai provinces issued an official dispatch directing the Department of Industry and Trade to preside over, study, and promptly implement the adjustment of Power Plan VIII, selecting investors to develop power source projects synchronously with the power grid. With the potential for wind, water and sunlight hours, these two large provinces are planned for many power projects, contributing to ensuring national energy security.
In particular, it is necessary to overcome limitations and weaknesses such as: Not adding planning for individual wind power and solar power projects, not being comprehensive and synchronous. For rooftop solar power projects, investors must implement the farm economic model as committed; the project must ensure load-bearing capacity, correct structure; have a lightning protection system and fire prevention and fighting equipment.
Mr. Pham Anh Tuan - Chairman of Gia Lai Provincial People's Committee - affirmed: "Gia Lai is focusing on accelerating the implementation of approved projects, selecting capable investors; striving to start the entire project in 2025 and from 2027 will have the first power line according to the Power Plan VIII to hit the grid".
