The investment project to build the Cao Bang city bypass (old name) was approved in principle in 2006 and re-approved by the Ministry of Transport (old) in 2022 with a total investment of more than 221.88 billion VND.
The investor is the Department of Transport (GTVT) of Cao Bang province (now the Department of Construction). The route is 7.036 km long, passing through Thuc Phan and Tan Giang wards.
For many years, the project has been behind schedule because about 100m of site in Tan Giang ward has not been handed over.

The main reason is problems related to land management between State-owned enterprises and Mr. Ha Hai Long - Ha Nguyen Thuy's household, along with errors in original legal documents, causing the determination of public and private land to prolong.
The dispute originated from Decision No. 779/QD-UB dated April 25, 2003 of the People's Committee of Cao Bang province, accordingly, Mr. Ha Hai Long's complaint about land use rights in the area of Mineral Company I. Although Mr. Long has continuously petitioned and complained for many years, the case has not been completely resolved.


Then, in 2004, Mr. Long transferred this land to his son - Mr. Ha Nguyen Thuy - to cultivate, build a house and live stably since 2006.
The land has houses, ancillary works, crops, fish ponds, and is the only place for the family to live. However, due to the old decision, the authorities do not have a basis for compensation, support, and resettlement.
In that situation, the Standing Committee of the Cao Bang Provincial Party Committee has directed the Provincial People's Committee and relevant departments and branches to review, consider and handle. On November 5, 2025, the People's Committee of Cao Bang province issued Decision No. 1846/QD-UBND, abolishing Decision No. 779/QD-UB (2003) on the grounds of "not in accordance with legal regulations". This is considered a turning point to remove the bottleneck that has lasted for 19 years, and at the same time paving the way for the handover of the site and construction of the project.
Mr. Ha Hai Long shared: "For my father and I, this is an indescribable joy. After many years of petitioning, now our rights have been guaranteed, we are ready to hand over the site to serve the project".
On November 11, informing reporters, a representative of the People's Committee of Cao Bang province said that up to now, the entire bypass site has been cleared and handed over.


Contractors are mobilizing machinery and construction equipment, digging and filling the roadbed and breaking the intersection with National Highway 3, ensuring completion progress in 2025.
Mr. Nguyen Van Hoang - a resident of Thuc Phan ward - said: "When the road is completed, travel will be closer and more convenient. Everyone hopes the project will be completed soon".
