Hanoi People's Committee has just issued a notice requesting Yen Nghia, Duong Noi and Kien Hung wards to completely complete the site clearance of National Highway 6 (Ba La - Xuan Mai section) according to the committed schedule, determined not to miss the deadline.
Implementing the City's direction, all 3 localities are "running" against time, synchronously implementing solutions to remove obstacles and soon hand over clean ground for this key project.
Yen Nghia: The area with the largest recovered area
Among the localities where the project passes through, Yen Nghia ward faces the largest workload. The total area to be cleared is up to 12.4ha, directly affecting 622 households and individuals (mainly residential land).
Mr. Duong Hong Phu, specialist of the Department of Economy, Infrastructure and Urban Affairs of Yen Nghia ward, admitted that the implementation process encountered many difficulties. The main reason is the history of land management: this area previously belonged to the boundaries of Hoai Duc and Thanh Oai districts (old), causing incomplete archival records and obstacles in handing over land records.
To remove obstacles, the ward is closely coordinating with the Hanoi City Traffic Construction Investment Project Management Board to:
Completing the site clearance map.
As a legal basis for issuing land acquisition notices.
Organize people's meetings, publicize and transparentize boundaries and compensation and resettlement policies.
Mr. Nguyen Nguyen Quan - Secretary of the Party Committee, Chairman of Yen Nghia Ward People's Council affirmed the motto: "Clear people, clear work, clear progress, where problems arise, handle them there, do not let them remain".
Positive progress at Duong Noi and Kien Hung
Compared to Yen Nghia, the site clearance of National Highway 6 in Duong Noi and Kien Hung is showing more positive signs:
In Duong Noi ward: The recovered area is 2,891.7m2 (route length 384m), related to 30 residential land households, 21 agricultural land households and 1 organization.
Progress: The inventory has been completed, people basically agree.
Current situation: Building a compensation, support and resettlement plan.
In Kien Hung ward: Total area of about 4,400m2, related to 17 residential land households, 2 production - business land households and 14 agricultural land households.
Expected to complete compensation payments in February 2026.
Mr. Nguyen Quoc Anh - Deputy Head of Site Clearance Department, Project Management Board said that the tasks are being carried out head-on, ensuring correct procedures and not interrupting time.
Hanoi sets a specific "reaching the finish line" timeline
According to Notice No. 812/TB-VP (dated December 16, 2025) conclusion of Comrade Truong Viet Dung at the meeting on traffic projects, Hanoi City People's Committee has set deadlines for site clearance of National Highway 6:
Duong Noi and Kien Hung wards: Commit to completion before April 15, 2026.
Yen Nghia Ward: Commitment to complete before September 30, 2026.
Regarding agricultural land: Request to complete site clearance in the first quarter of 2026.
Ms. Vu Thi Ngoc Hien, Vice Chairwoman of Duong Noi Ward People's Committee, said that new policies such as Resolution 254/2025/QH15 and Decision 10/2026/QD-UBND have raised the level of guarantee of rights for people whose land is recovered and shortened procedures, creating favorable momentum to accelerate progress.
Hanoi City is committed to continuing to accompany and ensure compensation and resettlement for the right subjects and regulations, hoping to bring the National Highway 6 project, Ba La - Xuan Mai section, to completion on schedule, promoting the socio-economy of the Capital.
