According to information from the People's Committee of Hung Thang ward, the land embankment at group 9B - 9C, area 3, Hung Thang ward is built around an area of 3,934m2 of land that has issued a land use right certificate to Ms. Nguyen Thi Minh Chau.
A portion of the remaining land area in the embankment area outside the above boundary is managed by the Ward People's Committee.
The earthen embankment has an average height of about 10m - 12m, the structure is rectangular concrete structures stacked on top of each other, the bottom of the embankment is adjacent to the residential area, including many solid housing projects.
The time of construction of the embankment was in 2010 and further renovation and improvement in 2018 and 2019. Construction design documents have not been granted construction permits by competent authorities, and administrative violations regarding construction have not been handled.
Currently, many vertical cracks have appeared on the top and body of the concrete embankment, forming gaps, of which the 3 main crack locations are about 15cm-20cm wide, about 1.5m to more than 2m deep. The body and top of the embankment in the West and Southwest areas are sliding outward toward the residential area by about 20cm.
Some households at the foot of the embankment had cracked roofs, walls, and floors. On August 8, 2024, the investor started construction to fix the embankment problem .
