Deputy Prime Minister Tran Hong Ha has just signed and issued Document No. 237/TTg-CN dated March 12, 2026 on the investment project for the Son La - Dien Bien - Tay Trang border gate expressway section, phase 1.
The document stated that, considering the proposal of the Ministry of Finance and Dien Bien Provincial People's Committee on the Project to invest in the Son La - Dien Bien - Tay Trang border gate expressway section, phase 1 (hereinafter referred to as the Project), Deputy Prime Minister Tran Hong Ha agreed to assign Dien Bien Provincial People's Committee as the managing agency to implement the Project in the form of public investment, replacing the tasks assigned to the competent authority in Document No. 538/TTg-CN dated June 23, 2022.
Regarding the capital source of the project, the Deputy Prime Minister assigned the Ministry of Finance and Dien Bien province to implement according to the Prime Minister's opinion: "Compensation, site clearance, and resettlement costs are used from Dien Bien's budget; central budget supports construction costs".
Dien Bien Provincial People's Committee thoroughly reviews, builds and organizes the implementation of the project; takes full responsibility before the Prime Minister, inspection and audit agencies, and other relevant agencies for the accuracy of project data information.
Complete investment procedures, proactively allocate capital to carry out compensation, site clearance, resettlement and project implementation to ensure thrift, efficiency, and compliance with regulations, without waste, loss, corruption, negativity, or group interests.
On that basis, assign the Ministry of Finance to review the total central budget support for construction and installation costs, and propose appropriate capital sources in the 2026-2030 medium-term public investment plan in accordance with the provisions of law on public investment.
The investment project for the Son La - Dien Bien - Tay Trang International Border Gate expressway section is located in the overall expressway route connecting from Hanoi capital to the Northwest region.
The Son La - Dien Bien - Tay Trang International Border Gate section with a length of 155km is being planned for investment, of which Dien Bien province has a total length of 75.3km.
In phase 1, invest in Muong Thanh street with a total length of 48.3km, total investment of 23,252 billion VND; phase 2, to Tay Trang border gate with a total length of 27km with a total investment of 8,717 billion VND.
According to the design, the expressway is expected to have a width of 22m, arranged with 4 lanes, median strips, safety strips, and continuous emergency stopping strips; speed reaches 80km/h. The scope of the Project (phase 1) from the boundary of Dien Bien province passes through 5 communes and wards including: Muong Lan, Muong Ang, Muong Phang, Dien Bien Phu ward and Muong Thanh ward.
The total area occupied by the project is 766.29ha, of which: Site clearance area is 576.2 ha; waste dumping area is 190.02ha and the number of households relocated is about 276 households.
