As planned, the Ninh Binh - Hai Phong Expressway Project, the section passing through Ninh Binh province, will start construction in December 2024.
To resolve difficulties and obstacles regarding construction material mines serving the implementation and construction of the project, the People's Committee of Ninh Binh province issued a document assigning the Department of Natural Resources and Environment to preside over and coordinate with relevant departments, branches, sectors, investors and agencies and units to urgently review and determine the specific location, boundaries and scale of Gay Trau mine, Nam Doi Duong mine, and Doi Lang mine.
At the same time, proactively guide investors to carry out procedures on land, forest land conversion, mineral exploitation licensing and other related procedures according to regulations.
Along with that, the People's Committees of Yen Khanh and Yen Mo districts are requested to focus on and urgently speed up the project's site clearance progress, ensuring the required commencement schedule; review and determine capital needs for site clearance in 2024.
It is known that currently in Ninh Binh province, there are 5 land mines included in the Ninh Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050, approved by the Prime Minister in Decision No. 218/QD-TTg dated March 4, 2024.
However, after reviewing, Ninh Binh province has identified and selected 2 soil mines (soil mines south of Duong hill, Lang hill; soil mines in Gay Trau hill area) to exploit to provide soil materials for the Ninh Binh - Hai Phong expressway construction investment project through Ninh Binh province and apply special policies on mineral exploitation licensing according to Resolution No. 106/2023/QH15 dated November 28, 2023 of the National Assembly.
