Speed up the counting of assets
After Lao Dong Newspaper's reflection on the Dong Hoi City Central Railway Road and Overpass Project being "shelved" for many years, on May 14, a representative of the City Department of Agriculture and Environment said that the City People's Committee is coordinating with the investor to focus on removing obstacles and promoting progress.
The Dong Hoi City Central Railway Overpass Project is expected to contribute to removing inner-city traffic congestion, conveniently connecting the city center with the western areas. However, over a long period of time, the project has been delayed due to many reasons, mainly related to site clearance and resettlement arrangements.
Of the 102 cases that need to be revoked, only 50 have been notified. The authorities are prioritizing the early settlement of 18 cases within the roadway to soon issue a notice of land reclamation in May.
Regarding the inventory of assets, only 36 50% of cases have been notified of land acquisition have been completed.
Although the City People's Committee has issued a policy since the end of April 2025, because the planned location still has land clearance problems in the TDP9 Residential Area Technical Infrastructure Project (Bac Ly Ward), it is not possible to hand over the land.
The People's Committee of Dong Hoi City has directed the City Construction Investment & Investment Management Project Management Board to coordinate with relevant units to resolve the area of households.
Completing land recovery documents
In addition, the relocation of technical infrastructure systems of 6 organizations such as Cuba Hospital, kindergartens, power supply systems, water, trees, etc. has been counted. Consulting units are urgently completing documents to submit to the City People's Committee for appraisal of compensation estimates, expected to be completed before May 15.
Regarding cadastral measurement, there are currently 11 cases that have not been completed due to people's disagreement. The consultant is working with the People's Committee of Bac Ly Ward to sign to confirm the measurement records.
The project also had difficulty in valuing the assets of the Refrigeration and purified water plant. The Dong Hoi City Land Fund Development Center has worked with the valuation unit, expected to complete the certificate and submit the compensation plan for approval before May 15, 2025.
Responding to Lao Dong Newspaper, a representative of the Traffic Construction Investment Project Management Board (under the Department of Construction) - the project management unit, said that they are focusing on progress, requiring relevant units to complete all site clearance work in May 2025. In particular, the key task is to count assets, issue land recovery notices for remaining cases and handle planning overlaps to be able to construct synchronously.
The Dong Hoi City Central Railway Overpass Project is one of the key projects, having a great impact on urban development and transport infrastructure renovation. Accelerating site clearance will be an important premise for the project to be restarted soon, avoiding wasting investment resources and creating trust among the people.
As reported by Lao Dong Newspaper, the 1.15km long road and overpass project of the central railway of Dong Hoi City, started in 2022, is currently stalled due to land clearance problems.
The project affects many households in Nam Ly and Bac Ly wards, in which many cases overlap with planning or have not agreed on resettlement plans.
The People's Committee of Dong Hoi City requested relevant units to speed up the determination of land origin, develop a compensation plan and reclaim land in the first quarter of 2025 to ensure construction progress and people's rights.
