Previously, the National Center for Hydro-Meteorological Forecasting said that through monitoring on satellite images, thunderstorm location data and weather radar, it was discovered that convective clouds were developing and causing rain in the northern area of Hanoi, moving and expanding to the inner city of Hanoi.
The center warned that in the next 3 hours, this cloud area will cause rain in the above areas, then spread to other wards/communes in Hanoi's inner city. According to the National Center for Hydro-Meteorological Forecasting, due to the impact of storm Wipha, in the Northern region (including Hanoi), from July 20 to 25, there is a possibility of widespread heavy rain. Risk of flash floods, landslides and flooding in low-lying areas, urban areas...
To proactively respond to storm Wipha and major floods, the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Hanoi City recommends that the People's Committees of communes and wards continue to closely monitor the developments of the storm, forecasts, warnings about heavy rain and immediately organize notices to authorities at all levels and people, to proactively take preventive measures to ensure safety of people and property.
Prepare local forces to promptly support people to overcome the consequences (if any); deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, areas at risk of flooding, flash floods, and landslides to proactively clear the flow in areas where traffic jams and bottlenecks occur; organize the relocation and evacuation of people to safe places, ensuring the safety of people and property when situations arise.
The Hanoi Steering Committee for Natural Disaster Prevention, Control and Search and Rescue also requested communes and wards along the dike to urgently complete the repair and overcoming of incidents and damages to dike works that have occurred in the recent past; inspect and review all dike works, dike protection plans in the area; prepare human resources, private property, vehicles, and equipment for proactive implementation when incidents and situations occur according to the "4 on-site" motto...
