According to the forecast of the National Center for Hydro-Meteorological Forecasting, on July 19, storm WIPHA entered the East Sea and became storm No. 3 with an intensity of level 9, gusting to level 12; the storm is forecast to continue to strengthen and is likely to affect, causing heavy rain in the Northern region in the coming days.
To proactively respond to storms and the risk of heavy rain, floods, inundation, flash floods, and landslides in the city, the Hanoi People's Committee directs as follows:
Heads of all levels, sectors, localities and units in the city urgently implement the direction of the Ministry of Agriculture and Environment in Official Dispatch No. 4594/CD-BNNMT dated July 19, 2025 with the spirit of urgency, determination, timeliness, efficiency, not being passive or surprised in responding to natural disasters, especially the risk of storms, heavy rain, landslides, flash floods, flash floods, inundation to ensure absolute safety of life and minimize damage to property of the people and the State.

Chairmen of People's Committees of wards and communes: Direct the careful review of residential areas, promptly detect areas at risk of unsafety, especially areas at risk of landslides, flash floods, flash floods, and deep flooding; proactively arrange forces and means to be ready to evacuate people from areas at high risk of landslides, flash floods, and flash floods to ensure the safety of people's lives and property.
Closely monitor the developments of natural disasters, storms, floods in the area; direct and deploy timely and effective response work according to the "four on-site motto", in which special attention is paid to communication work, ensuring that all people have information about the risk of floods, inundation, landslides, and flash floods;
Be ready to organize control and guide traffic during floods, especially traveling through culverts, areas at risk of landslides, and deeply flooded areas.
Prepare plans to arrange forces, means, food, and necessities in vulnerable areas at risk of disunity during heavy rain, landslides, and floods to proactively and promptly carry out rescue work, support people when situations arise.
The leaders of the Hanoi People's Committee requested the directors of the Departments of Agriculture and Environment to direct the implementation of preparation for responding to storms, floods, inundation, landslides, and flash floods according to regulations, ensuring the safety of dykes, dams, protecting production, ensuring traffic safety and promptly overcoming incidents in dykes, irrigation works, and traffic.
From the order of the Capital Command, the Director of Hanoi City Police directs the commune police and military forces stationed in the area to proactively prepare plans to coordinate with localities to deploy forces and support means, proactively evacuate early, relocate people out of dangerous areas, rescue, and overcome the consequences of natural disasters when requested by the locality.
The Director of the Department of Agriculture and Environment organizes a serious on-duty payroll, closely monitors the situation, proactively directs and urges localities to deploy response work in accordance with actual natural disaster developments; promptly reports and advises the City People's Committee to direct issues beyond its authority.
