The Office of the Hanoi People's Committee has just issued a notice on the conclusion and direction of Chairman of the Hanoi People's Committee Tran Sy Thanh at the meeting to listen to a report on the progress and implementation status of the Investment Project to build Ring Road 4 - Capital Region in Hanoi.
Accordingly, after listening to the report of the City Traffic Construction Investment Project Management Board, the opinions of the city's departments, branches and units attending the meeting, the opinions of the Vice Chairmen of the City People's Committee, Chairman of the City People's Committee Tran Sy Thanh requested the People's Committees of districts and towns to continue to focus on implementation, completely resolving the remaining land area that must be recovered and completed before April 15. This is the deadline, no later allowed.
For Me Linh district, the District People's Committee continues to focus on implementing site clearance in the area to ensure completion according to the above schedule; in case households have recommendations that violate regulations, violate site clearance policies, intentionally cause complications or resist, affect the progress of investment projects, consider applying administrative enforcement measures to ensure progress.
The Chairman of the City People's Committee assigned the Director of the Department of Agriculture and Environment to continue working directly, instructing the People's Committee of Me Linh district to remove difficulties and obstacles arising in the implementation process; assigning the Vice Chairmen of the City People's Committee: Duong Duc Tuan and Nguyen Trong Dong to continue to direct and completely resolve difficulties and problems in Me Linh area.
Regarding the implementation of construction investment component projects, for component project 2.1 (parallel road construction), the City Traffic Construction Investment Project Management Board urges contractors to complete in October 2025 to celebrate the City Party Congress.
For Component Project 3 (highway construction), the City Traffic Construction Investment Project Management Board urgently prepares relevant documents so that after selecting an investor, it can immediately resolve the necessary procedures, ensuring the progress of the project on the occasion of May 19. Relevant city departments and branches, based on assigned functions and tasks, proactively coordinate and urgently resolve procedures to ensure the progress of the project component 3.
Assign the Department of Finance to urgently advise and report to the City People's Committee to transfer the capital plan for 2024 allocated for the investment project to ensure the funding source for the payment of the investment project's implementation volume.
Regarding the content of adjusting the total investment, at the meeting of the Steering Committee for important national projects and works on transportation chaired by the Prime Minister on March 9, the Prime Minister agreed with the proposal that when the adjusted value of the total investment of component projects does not exceed the total investment, the Hanoi People's Committee is the agency in charge of giving a unanimous opinion to the People's Committees of provinces to decide to approve the adjustment of component projects. The City People's Committee has issued a document agreeing for the Bac Ninh Provincial People's Committee to approve the adjustment of component project 1.3; assigned the Department of Finance to advise and propose reporting to the City People's Committee to have a document agreeing for the Hung Yen Provincial People's Committee to approve the adjustment of component project 1.1.
