At the discussion session on the afternoon of November 12, delegates raised many enthusiastic opinions, focusing on major groups of issues in the development of science and technology, urban planning and cultural industry of the capital.
Director of the Hanoi Department of Science and Technology Tran Anh Tuan proposed that in the Action Program for the implementation of Resolution XVIII, it is necessary to add content on promoting intangible and intangible assets of enterprises, especially in the small and medium-sized enterprise sector, when the value of intellectual property in this sector is increasing by over 50%.
From the local perspective, Secretary of the Huong Son Commune Party Committee Tran Duc Hai and Secretary of the Suoi Hai Commune Party Committee Do Manh Hung raised the issue of developing the cultural industry by promoting the local strengths in culture and tourism, thereby contributing to the city's goal of achieving double-digit growth in the new development period.
Dong Da Ward Party Secretary Nguyen Ngoc Viet said that the City Party Committee's Action Program demonstrates a high spirit of action, great determination, concretizing the new directives of the Central Government... He also suggested that the city continue to promote decentralization, delegation, promote the spirit of self-determination and self-responsibility, and at the same time have effective solutions to speed up projects behind schedule.
Regarding the development of communes into wards, Director of the Hanoi Department of Planning and Architecture Nguyen Trong Ky Anh said that in the coming time, it is expected that about 26 communes within the scope of urban development will be eligible to develop into wards.
"Based on relevant legal documents, the Department will advise the city to continue implementing the process of developing communes into wards in the coming period" - Mr. Nguyen Trong Ky Anh said.
Hanoi currently has 126 commune-level administrative units, including 51 wards and 75 communes.
Before the arrangement, Hoang Liet ward, Hoang Mai district had the largest population, more than 90,000 people.
After the arrangement, 17 wards and communes have a population of over 100,000, the highest being Ha Dong ward with 185,000. The unit with the lowest population is Hoa Lac commune with over 20,000 people and two communes in the old Ba Vi district, Ba Vi commune with over 26,600 people, Yen Bai commune with 21,400 people.
In terms of area, some wards in the old core districts have an area of less than two square kilometers such as two wards in the old Hoan Kiem district (Hoan Kiem and Cua Nam), three wards in the old Dong Da district (Lang, O Cho Dua, Van Mieu - Quoc Tu Giam). Of which, Cua Nam ward has the smallest area of 1.68 km2.
The new administrative units with large areas are all in the old districts, the largest being Ba Vi commune over 81 km2 (belonging to the old Ba Vi district), Yen Xuan commune over 78 km2 (belonging to the old Thach That district), Trung Gia commune nearly 78 km2 (old Soc Son district).
