Hanoi City sets a target in the period 2026-2027 to clear 100% of "illegal markets", spontaneous business points in the area.
On December 26, Hanoi People's Committee issued Plan No. 373/KH-UBND on implementing solutions to handle "illegal markets", spontaneous business points.
According to the plan, based on propaganda, review, and classification of "illegal markets" and spontaneous business points, the People's Committees of communes and wards are required to develop plans and organize the elimination of all temporary markets and spontaneous business points according to a specific roadmap.
Specifically, group 1 includes "illegal markets", spontaneous business points encroaching on roads and sidewalks, which are "hot spots" affecting traffic safety, urban order and civilization, causing public outrage, and must be completed before January 30, 2026.
Group 2 is "illegal markets", spontaneous business points with fewer than 50 business households, completing clearance before June 30, 2026.
Group 3 includes spontaneous business points with 50 to 100 households, completing site clearance before December 30, 2026.
For "illegal markets", spontaneous business points with over 100 business households, long-term existence, complex nature, the city requests to complete the clearance before June 30, 2027.
To achieve the set goals, the Hanoi People's Committee directs communes and wards to thoroughly handle and clear "illegal markets", spontaneous business points in the managed area; and at the same time not to let them re-occur or form new ones, ensuring security and order, traffic safety, urban civilization and food safety and hygiene, with the requirement of "doing it thoroughly".
Along with that, the city requests to arrange suitable business locations for small traders who are cleared and put into operation at markets according to regulations; associated with investing in new construction, renovation, repair, and upgrading of markets according to the Market Development and Management Plan in the city in 2026 and the period 2026-2030.
