The City People's Committee requests the Department of Agriculture and Environment to take the lead in updating information on air quality, monitoring the VN_AQI index at air monitoring stations on the website: https://moitruongthudo.vn/.
Coordinate with units of the Ministry of Agriculture and Environment to increase the use of monitoring systems, technological solutions and remote monitoring technical capabilities (satellite remote sensing, remote sensing using unmanned aerial vehicles, traffic cameras, drones, mobile applications such as iHanoi, social networks, etc.) to control and strictly handle open burning activities (burning garbage, burning straw, agricultural by-products).
Issuing technical guidance on solid waste management and environmental sanitation. Regularly inspect and supervise environmental sanitation maintenance packages according to decentralization to ensure hygiene quality at key routes.
Strengthen inspection of waste treatment activities at centralized solid waste treatment areas, ensure stable operation, and avoid dust and odors during receiving and processing.
Coordinate with the People's Committees of wards, communes and functional forces in propaganda and inspection work, and punish violations according to regulations.
The Department of Construction has issued a document requesting and supervising investors and construction contractors: Strengthen strict supervision, requiring 100% of construction sites to have strict dust control measures (precautions, car washes when leaving the construction site, fog spraying to reduce dust...); construction waste must be covered, sealed or packed in bags at the gathering place in the construction site and during transportation;
Ensure that dust is not spread into the environment; add covering materials (green trees or specialized materials) to 100% of the land surfaces under construction (including tree stumps along sidewalks, school grounds, administrative facilities, public utilities and other public works); build a dust monitoring system (ensensors, cameras, AI...) at 100% of large works (>10,000 m2).
Research and pilot technology to spray fog to reduce dust in residential areas, parks and roads. The City Police directed the traffic police force to strengthen inspection and handling of vehicles carrying construction materials that do not cover or drop materials; vehicles that have expired and emitted black smoke when participating in traffic, causing environmental pollution.
Direct the environmental police force and the police of communes and wards to strengthen inspection, detection and strict handling of acts of burning industrial solid waste, burning household waste illegally, not in accordance with regulations, especially in craft villages, craft villages and border areas.
Synchronize technical infrastructure with security camera systems, traffic surveillance cameras integrated with AI to detect and strictly handle violations.

Road washing and vacuuming activities should be prioritized during off-peak hours (night and early morning, before 6am every day).
Strengthen inspection and supervision of construction sites, requiring investors and construction units to collect, transport and treat solid waste in accordance with regulations.
For production facilities with large volumes of dust and emissions into the environment and are types of production that are at risk of causing environmental pollution, increase the frequency of inspection and maintenance of equipment.
Encourage units to consider adjusting operating capacity or rescheduling production stages that generate a lot of dust/emission (such as blowing up furnaces, starting furnaces, grinding materials...) to more favorable weather and climate conditions.
For cement and steel factories: Increase the use of clean materials, ensure quality according to the provisions of law on product quality to minimize the concentration of pollutants in emissions.
Strictly implement measures to cover, spray water to reduce dust and emissions in areas containing coal, raw materials, waste, internal and surrounding transport routes.
Research and apply plans to regulate, reduce operating capacity or postpone major maintenance and repair schedules (if any) during days with a pollution warning of "very bad" (VN_AQI > 200) to reduce the emission load into the environment.
In case the air quality is seriously polluted (VN_AQI ≥ 301), it is necessary to limit, temporarily suspend or adjust the operating time accordingly.
For units implementing services, collecting, transporting, and treating domestic solid waste, coordinate with the People's Committees of communes and wards to implement measures to enhance environmental sanitation in localities, focusing on implementing road sweeping, road washing, and road washing to reduce road dust concentration at main traffic routes and urban gateways.
