Hanoi has just issued a pilot plan to adjust the organization of traffic restrictions for cars with more than 16 seats operating on streets in the old town and areas around Hoan Kiem Lake, Hoan Kiem District, Hanoi City.
Accordingly, cars with more than 16 seats (except buses and school buses) are prohibited from circulating on the streets during morning rush hour (from 6:30 to 8:30), afternoon rush hour (from 16:30 to 18:0) on the following streets:
Streets on the right side of the road axis: Dinh Tien Hoang Street (from Hang Dau to Hang Dao) - Hang Dao - Hang Ngang - Hang Duong - Dong Xuan - Hang Giay and so on in Hanoi's Old Quarter;
Streets on the right side of the road axis: Hang Dau - Tran Nhat Duat (Hang Dau - Nguyen Huu Huan section) - Nguyen Huu Huan etc. in Hanoi's Old Quarter;
Quang Trung streets (from Trang Thi to Nha Chung), Nha Chung, Ly Quoc Su, Nha Tho, Hang Trong, Au Trieu, Bao Khanh, Hang Hanh alley, Bao Khanh alley.
Prohibit vehicles with more than 16 seats (except buses and school buses) from stopping or parking during peak hours in the morning from 6:30 to 8:30, peak hours in the afternoon from 16:30 to 18:30 on the expressways.
To serve the needs of stopping and picking up and dropping off passengers, the city will establish six transit points, including:
Ba Trieu Street (Hang Khay - Hai Ba Trung section)
Tran Nhat Duat (Cao Thang - O Quan Chuong section)
Tran Quang Khai (in front of the Hang Mat - Hang Thung printing factory)
Tran Khanh Du (in front of the History Museum)
Dong Xuan market area
Phung Hung (pscape painting area).
These points will be marked with painted lines and signs, making it convenient for vehicles to stop and pick up passengers without affecting general traffic.
The plan will be implemented for 6 months, from March 1, 2025 to August 31, 2025. The Hanoi Department of Transport will coordinate with relevant units to effectively implement this plan. In which, the Department of Tourism propagates to travel agencies to adjust the plan to welcome tourists.
The Traffic Police Department guides traffic flow, inspects violations, and adjusts traffic lights. The People's Committee of Hoan Kiem District informed businesses and hotels to arrange forces to support traffic regulation.
The Traffic Construction Maintenance Board will install signs and adjust traffic infrastructure. Departments under the Department of Transport monitor, evaluate practices, and propose appropriate adjustments.
The pilot limitation of vehicles with more than 16 seats in the old town and Hoan Kiem lake area is an important step to reduce congestion and improve traffic conditions in the center of Hanoi. The functional units will closely monitor to have timely adjustment plans, ensuring practical effectiveness.
