The Hanoi People's Committee has just issued an order to urgently build a project to renovate the Thuy Phuong canal to supplement water for the To Lich River and strengthen the resolution of local flooding in the Resco, Ecohome, Diplomatic Corps, Tay Bes Lake, Ciputra and neighboring areas.
The total capital of the project is about 869 billion VND. The project is expected to be completed in the third quarter of 2026, including the completion of main items before the 2026 rainy season.
The Hanoi People's Committee said that the construction of this project aims to ensure a quality, stable water supply, increase flow to maintain the environmental flow of the To Lich River from the Red River.
This project is expected to help improve pollution, create urban landscape and support drainage, improve the quality of life for people.
The project also aims to support drainage for the Co Nhue sub-basin towards the Nhue River and To Lich River (reducing flooding in the Dong Ngac, Reso, Ecohome, Diplomatic Corps, Tay Tay Lake, Ciputra...) and irrigation for existing agricultural areas.
Hanoi assigned the City Infrastructure and Agricultural Construction Investment Project Management Board to be the unit to manage, implement the construction and be the project investor.
The Management Board of the City's Infrastructure and Agricultural Construction Investment Project is also assigned to review in detail the expected items to have a suitable handling plan in case this emergency investment project has overlapping volumes with other projects and works that have been and are being implemented to ensure the progress of emergency public investment according to this project, ensuring no overlapping volumes, no waste, and loss of investment capital.
The Hanoi People's Committee requested Dong Ngac, Xuan Dinh, and Nghia Do wards to organize site clearance, hand over the site and create all conditions for investors in organizing project implementation according to their functions and tasks.
