In early 2024, the project to upgrade and expand National Highway 32, the section through Tay Dang town (old Ba Vi district, now Quang Oai commune) phase 1 was started.
The expanded section is 1.7km long. Up to now, the new contractor has mainly implemented the construction of a section of about 800m long, from Ba Vi Power Company to Lan Chi Supermarket.
The remaining 900m section cannot be constructed synchronously due to many areas of land that have not been cleared.
Talking to Lao Dong Newspaper reporters about the site clearance for the National Highway 32 Upgrade and Expansion Project Phase 1, Director of the Quang Oai Commune Infrastructure Project Management Board Vu Viet Cuong said that there are currently more than 200 households whose land is being reclaimed and site clearance for the project.
According to Mr. Cuong, before the operation of the 2-level local government model, Ba Vi district (old) had approved 67 plans. To date, only 15 households have received compensation.
With the remaining approved plans, local authorities are actively propagating and mobilizing people to receive money and hand over the site.
"We aim to complete the payment of approved plans in 2025 to serve as a springboard to promote site clearance progress in 2026" - Mr. Cuong said.
Mr. Vu Viet Cuong said that according to the approved plan, households on National Highway 32 will be compensated with VND 26.7 million/m2. However, many households believe that this price is low compared to the market, so they have not cooperated. This makes site clearance difficult.
Currently, the local government has also reported to the Hanoi Department of Construction to extend the project completion time to the end of 2026, 1 year later than the original plan.
As for the 800m section from Ba Vi Power Company to Lan Chi Supermarket, the Director of the Quang Oai Commune Infrastructure - Investment Project Management Board said that the continuous storms and rains in recent months have made it impossible for the contractor to carry out construction on site.
Up to now, when the weather is more favorable, the contractor has mobilized machinery, equipment, and personnel to start construction of the remaining items of the project.
Currently, the contractor is implementing the construction of curbs, one side of the median strip, and one side of the sidewalk. Along with that is the water suction in the technical hao to construct the underground section of the power system, then the sidewalk can be constructed.
For the roadbed rolling and crushed stone layering item, due to the remaining water and moisture, construction cannot be carried out. It is expected that this item will be implemented in the next few days.
The Quang Oai Commune Infrastructure - Investment Project Management Board is also actively coordinating with relevant units to relocate the signal lighting system at the National Highway 32 - Thanh Nien intersection to hand over the construction site to the contractor.
"The investor has urged the contractor to develop a suitable construction organization plan, increase shifts, increase shifts to complete and open the 800m section from Ba Vi Power Company to Lan Chi Supermarket in 2025, helping people travel smoothly" - Mr. Cuong said.
The Investment - Infrastructure Project Management Board also requires contractors to add signs and instructions for traffic safety systems on the route; arrange to increase irrigation to keep the road surface moist, reduce road dust to avoid affecting the visibility of traffic participants.
