Sending a question to the Hanoi City Electronic Information Portal, voters of Bach Mai Ward said: "Previously, Thong Nhat Park and the Capital Youth Park (now Vo Thi Sau Park) were assigned by the City People's Committee to the Hai Ba Trung District People's Committee (before the arrangement) to organize management, maintenance and exploitation.
However, since implementing the 2-level government organization model from July 1, 2025 to now, Vo Thi Sau Park has not been handed over to the Ward People's Committee to carry out state management work according to the new decentralization, so the maintenance work still faces many difficulties and inadequacies, affecting the efficiency of use and urban aesthetics.
Request the City People's Committee to decentralize Vo Thi Sau Park to the Bach Mai Ward People's Committee for early management according to regulations".
Regarding this, the Hanoi People's Committee said that regarding management, maintenance and upkeep when applying the 2-level local government organization model: To ensure that the management and maintenance of trees is continuous and uninterrupted in Thong Nhat Park and the Capital Youth Park (now Vo Thi Sau Park), the city has directed the Department of Construction to coordinate with the Hai Ba Trung District People's Committee to organize the handover, receipt of the volume and contractor to implement ( selected by Hai Ba Trung District) to carry out the maintenance work starting from July 1, 2025 to December 31, 2025.
Regarding decentralization of management, maintenance and maintenance when applying the 2-level local government organization model: On September 26, 2025, the City People's Committee issued Decision 61/2025/QD-UBND on decentralization and regulation of state management authority in a number of socio-economic fields in Hanoi city. Accordingly, Thong Nhat Park and Vo Thi Sau Park are managed by the People's Committee of Bach Mai Ward.
To ensure continuous and uninterrupted tree management and maintenance in parks and flower gardens in the ward (including lakes in parks and flower gardens), it is recommended that the People's Committee of Bach Mai Ward proactively review and develop a receiving plan under the authority of the People's Committee of Bach Mai Ward starting from January 1, 2026.
