At the seminar "Hanoi bans gasoline motorbikes by the hour: What calculations for infrastructure and livelihoods?" organized by Dan Tri Newspaper in coordination with the Office of the Hanoi People's Committee on the afternoon of December 9, Mr. Dao Viet Long, Deputy Director of the Hanoi Department of Construction, informed about the plan to develop charging station infrastructure in the green transformation process.
Mr. Long said that the city has clearly seen this as a key factor. Without methodical and synchronous preparation of charging station infrastructure, converting to green vehicles will be difficult to achieve the expected results.
Therefore, immediately following the direction of the City People's Committee, the Interdisciplinary Working Group led by the Department of Construction has deployed a large-scale on-site review and survey.
Through two surveys, the Department has compiled 110 potential locations, allocated on many types of land and many different areas in the city, focusing on Ring Road 3 and above. The results show that most of the locations are suitable for installing charging stations.
However, the biggest difficulty at present is that central agencies have not fully issued national standards on charging stations. The Department of Construction has reported to the city on the plan to pilot the installation at licensed parking lots and suitable locations in the survey results, to proactively prepare infrastructure in the coming time.
"210 of these locations are points that can be piloted in the early stages. After the process of summarizing and evaluating the pilot, the city will continue to expand the model to other locations suitable for infrastructure needs and conditions" - Mr. Long said.
In addition, the current technology has developed very strongly, electric motorbikes can not only be charged directly but can also change the battery quickly. The Department is also working with relevant units on the proposal to establish a battery swapping station system for two-wheeled electric vehicles.
The Deputy Director of the Hanoi Department of Construction said that this is also an important solution to reduce people's concerns about fuel consumption time, while limiting the risk of fire and explosion when charging at home or at unsafe points.
In the coming time, the city plans to hire experienced consultants to survey, classify and make a comprehensive plan for the charging station/battery exchange system throughout the city. At the same time, a complete set of criteria - from legality, technology, finance to investment efficiency - is being developed as a basis for preparing bidding documents and selecting suitable investors after the pilot phase.
"Only when there is a strong, clear and consistent transformation program will the private sector be able to boldly invest in charging station infrastructure. The State will play a role in creating - creating a legal corridor, standardizing design, and site clearance; while the market and businesses will be the main forces implementing infrastructure" - Mr. Dao Viet Long emphasized.
