Hanoi agreed to reduce passenger trains and stop freight trains through the train coffee street and Long Bien bridge to ensure safety and urban embellishment.

The Ministry of Construction and the Hanoi People's Committee have agreed on the policy of reducing the frequency of passenger trains and stopping freight trains through the coffee street area and Long Bien bridge.

The Ministry of Construction has just decided to establish an inter-sectoral working group to review the legality, current status and develop an overall plan to hand over the assets of national railway infrastructure from Hanoi station to Gia Lam station to the Hanoi People's Committee for management.

Accordingly, the Vietnam Railways Authority is responsible for reviewing the legal basis, scope and current status of assets; researching a comprehensive plan including the implementation roadmap, handover plan, investment items and responsibilities of relevant parties. The results will be summarized and reported to the Ministry of Construction and the Hanoi People's Committee for consideration and decision.

Previously, the Ministry of Construction and the Hanoi People's Committee had a meeting to discuss the handover of infrastructure assets of the national railway section from Hanoi station to Gia Lam station, in order to serve the goal of renovating, embellishing, and rebuilding the historical inner city area; and at the same time associated with the design solution of intersections of the Gia Binh airport connection road project with the Capital and the Lao Cai - Hanoi - Hai Phong railway project.

For the area of 131 Phung Hung bridge arches - underpass, based on the proposal of Hanoi City, the Ministry of Construction agreed on the policy of assigning Vietnam Railways Corporation to coordinate the handover of infrastructure, while ensuring train safety.

Regarding the plan to organize the operation of the Hanoi - Gia Lam route, the two sides agreed to reduce the frequency of passenger trains and tourist trains on the section from Hanoi station to Gia Lam station; and at the same time reduce stopping at Gia Lam station for some trains. According to the plan, trains from the South will stop at Hanoi station, trains from the North will stop at Gia Lam station; trains that are cut will end their journey at Gia Lam station.

The city plans to add a bus transfer point in the Gia Lam Railway Factory area to connect and transport passengers.

Notably, for cargo trains, the two sides agreed to stop running cargo trains on the Hanoi - Long Bien - Gia Lam section. All cargo trains from the South to the North and vice versa will circle along the existing Western railway line, the Bac Hong - Van Dien section.

Hanoi City People's Committee will coordinate and support Vietnam Railways Corporation to survey and arrange about 1 hectare of land in the area of Ha Dong station (Phu Luong ward) to make a cargo storage yard.

The Ministry of Construction also agreed on the policy of transferring assets of national railway infrastructure from the rails down on the Hanoi - Gia Lam station section, including Long Bien bridge, to the Hanoi People's Committee for management. The transfer aims to serve the renovation, embellishment, and reconstruction of urban areas associated with preserving and promoting the historical and cultural space values of the central area of the Capital.

Previously, the Hanoi People's Committee had an official dispatch sent to the Ministry of Construction requesting the handover of infrastructure assets of the national railway section from Hanoi station to Gia Lam station to organize the renovation, embellishment, and reconstruction of the Hanoi Old Quarter area; and at the same time proposed not to run passenger trains through the train coffee street area - a check-in point attracting many domestic and foreign tourists.
