Hanoi strengthens inspection of areas at high risk of corruption and negativity

Hanoi will strengthen inspection, supervision and handling of violations focusing on areas and fields at high risk of corruption and negativity.

The Standing Vice Chairman of the Hanoi People's Committee, Le Hong Son, has just signed and issued Plan No. 248/KH-UBND dated September 11, 2025 on the implementation of Plan No. 335-KH/TU dated May 29, 2025 of the City Party Committee to implement Directive No. 43-CT/TW dated April 10, 2025 of the Politburo on "Strengthening the Party's leadership in institutionalizing the Party's policies and guidelines on preventing and combating corruption, waste and negativity into State laws".

The goal of the Plan is to strengthen the leadership and direction of Heads of agencies and units under the City People's Committee in implementing Directive 43-CT/TW. Effectively institutionalize the Party's policy on preventing and combating corruption, waste and negativity (PCTNLPTC) into a complete, transparent and feasible legal system.

The plan identifies 5 key groups of tasks and solutions:

1. Strengthen the dissemination and dissemination of the Party's guidelines and policies on preventing and combating corruption, waste and negativity and the importance of institutionalizing the Party's guidelines and policies into State laws. Heads of units develop specific plans, associated with assigned duties and responsibilities to implement Directive No. 43-CT/TW and Plan No. 335-KH/TU.

2. Continue to improve the quality and effectiveness of the institutionalization of the Party's guidelines and policies on PCTNLPTC into State laws: Review and promptly concretize the Party's guidelines into legal documents. Clearly allocate responsibilities, especially in sensitive areas: power control, recovering corrupt assets, appraisal and prosecution, protecting whistleblowers, socializing public services, public-private partnerships, etc.

3. Strengthen inspection, supervision, and handling of violations in the institutionalization of the Party's guidelines and policies on preventing and combating corruption, waste, and negativity into State laws: Focus on areas and fields at high risk of corruption and negativity. Rewarding units and individuals who do well; consider implementation results as a criterion for evaluating task completion.

4. Continue to innovate and improve the quality of developing and promulgating Party documents on preventing and combating corruption, waste and negativity into State laws: Documents must be focused, close to reality, clear and responsible, and highly predictable. Institutionalize according to the process, especially with content on the list of state secrets.

5. Periodically review, summarize and evaluate the results of the work of institutionalizing the Party's guidelines and policies on PCTNLPTC into State laws.

The City People's Committee assigned the Department of Justice to preside over reviewing the legal system and proposing to perfect mechanisms and policies on PCTNTC. The Department of Home Affairs includes the content of the Plan implementation in the criteria for evaluating cadres and civil servants. The City Inspectorate is responsible for monitoring, urging and advising on preliminary examinations and summaries of implementation results.

Departments, branches, sectors, and People's Committees at all levels are required to develop specific plans, clearly defining the responsibilities of leaders, ensuring that institutionalization is carried out seriously and effectively.
