The campaign to enrich and clean up land data was implemented from September 1 to November 30, 2025, and is currently entering the "finishing" stage. In particular, Hanoi City recorded great efforts with a huge workload and complex data processing requirements.
According to the plan, by November 15, 2025, all data after being cleaned and supplemented will be synchronized to the central system. Currently, some communes and wards of Hanoi have basically completed the review of households living in the area. However, there are still many difficulties due to cases of buying houses and land but not living in them, or being rented, mortgaged by banks, or having been cut into many books. Localities are continuing to contact to update data, ensuring progress on time.

Determining this as a key task, due to the large number of plots of land, Hanoi has mobilized the entire political system to participate, mobilizing people to coordinate in providing land documents to ensure the review is of good quality and progress. Every week, review groups organize meetings, review progress, and remove arising difficulties. When the land data system is completed and accurate, the local government will have tools to handle procedures right in the area.
In recent weeks, in the evenings and on holidays, members of the Yen So ward residential group have visited each household's house to guide them to fill out documents and check errors before submitting. After being informed, many households have actively coordinated to provide information. Mr. Ho Phuc Thanh - Head of Residential Group No. 20, Yen So Ward - said that because people work all day, only in the evening or on holidays at home, the working group mainly has to work in the evening, many households have to complete the documents 3-4 times.
Because the land management records have not been fully updated for a long time and lack connectivity, many stages still have to be manually reviewed to avoid errors. In order to improve efficiency, some localities such as Duong Noi ward have had an initiative to separate the map system for each residential group, assigning coordinating teams to review each plot of land.

Speaking to Lao Dong Newspaper reporter, Mr. Pham Duy Cuong - Chief of Office of Bat Bat Commune People's Committee (Hanoi City) - said that the forces are currently making efforts to deploy and have reached over 50%. The biggest difficulty for the locality is that some plots of land are not on the map, the reason is that there was only one plot before, but during the use, households have separated the books, divided them into 2-3 pieces and all have red books.
According to Mr. Cuong, there are currently some plots of land on the map but there is no specific information because the documents are incomplete, so it is very difficult to synthesize and not uniform. The People's Committee of Bat Bat commune has directed the villages to continue reviewing each alley; if any land plot is not on the map and does not have a certificate, it must be declared. If the land plot has no one to use, the owner will be notified. With high determination, the commune strives to complete the set plan.
At the same time, Ms. Nguyen Thi Thu Hang - Head of the Economic Department of Quang Oai Commune (Hanoi City) - also said that the commune has collected 6,500 land certificates, scaned 2,450 documents, and completed 500 documents. Currently, the commune is coordinating and directing the villages to continue implementation. Most of the work has to be done in the evening because people work all day, so it is very difficult, but the whole commune has reached over 65%, expected to be completed on schedule.
According to statistics, Hanoi currently has about 5 million plots of land in 126 communes and wards that need to be reviewed. The city has established a Steering Committee to remove difficulties and arrange professional staff to directly support localities.
A representative of the Land Registration Office (Hanoi Department of Agriculture and Environment) said that after having land data and determining exactly which areas have certificates, the Department will build electronic processes related to administrative procedures. For locations without certificates, the Department will continue to direct communes and wards to declare, register and issue certificates for the remaining plots of land.
