Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc has just signed and issued Program No. 02-CTr/TU on the full-term work of the Hanoi Party Committee Executive Committee, term XVIII, 2025-2030.
In Program No. 02, the City Party Committee's Executive Committee set the goal of promoting the thousand-year tradition of culture and heroism; united to build a clean and strong Party Committee; pioneered and made breakthroughs in the new era; developing the Capital into a civilized, modern and happy place.
The City Party Committee leads and directs the successful implementation of the Resolution of the 14th National Party Congress, the Resolution of the 18th National Party Congress of the City and documents concretizing the Resolutions of Party Congresses at all levels, especially 5 development viewpoints, 43 main targets, 3 development breakthroughs, 10 key tasks and solutions for the 2025-2030 period.
The City Party Executive Committee strengthens innovation, creativity, application and institutionalization of the Party and State's policies to serve the development of the Capital; focusing on the strategic Resolutions of the Politburo, 7 key requirements and tasks directed by General Secretary To Lam at the 18th City Party Congress and at working conferences with the Standing Committee of the Hanoi Party Committee, 3 creative points (heritage, knowledge, technology) and three important pillars to serve the development of the Capital: Resolution No. 15-NQ/TU of the Politburo on the development orientation and tasks of Hanoi Capital to 2030, with a vision to 2045; Capital Law 2024 and 2 major plans of the City.
Notably, the City Party Committee focuses on resolving the shortcomings and limitations pointed out in the 2025-2030 term and the remaining problems of the Capital, including traffic congestion; urban order; environmental pollution, water pollution, air pollution and flooding in urban areas and suburban areas, along with ensuring food safety.
The City Party Executive Committee continues to innovate leadership and direction methods according to programs and plans; ensuring 6 clearly stated goals: "clear people, clear work, clear time, clear responsibility, clear products, clear authority", creating unity in perception and action, creating a basis for agencies in the city's political system to specify the implementation of tasks to ensure quality and progress.
Every quarter, the City Party Committee conducts a review, evaluation, and experience in implementation, considering this one of the key tasks and important solutions to overcome limitations in the implementation of the Resolution; promoting the application of digital transformation, building a database system on tasks that need to be focused on, thereby facilitating periodic inspection and regular monitoring based on data and in real time.
The City Party Executive Committee has developed a Work Program for the entire 18th term, 2025-2030 term, including 27 periodic conferences and a number of thematic conferences (if necessary).
In addition, the City Party Committee Executive Committee leads and directs the implementation of the Action Program to implement the Resolution of the 18th Hanoi City Party Congress, term 2025-2030; leads and directs the organization of a preliminary review and summary of a number of resolutions, directives and projects of the Central and the City Party Committee.
