Hanoi considers raising salaries ahead of schedule, paying additional income to civil servants in communes and wards

Hanoi has just issued an official dispatch to send civil servants and public employees from departments, branches, sectors, and public service units under the Hanoi People's Committee to work at the People's Committees of communes and wards.

Permanent Vice Chairman of the City People's Committee Duong Duc Tuan has signed and issued Official Letter No. 6457 on the assignment of civil servants and public employees from departments, branches, sectors, and public service units under the City People's Committee to work at the People's Committees of communes and wards.

The increase of civil servants and public employees to the grassroots level aims to grasp the situation, guide, support in removing and resolving difficulties, obstacles and problems arising at the commune level in the process of operating the two-level local government organization, contributing to ensuring the commune-level government operates smoothly and effectively, meeting the requirements of state management and serving the people and businesses.

The assignment of civil servants and public employees to work at the commune level must ensure political qualities, ethics, capacity, professional qualifications, solid professionalism, synthesis, practical experience, sense of responsibility and willingness to contribute.

At the same time, Hanoi City requires the implementation of the following main contents:

The assignment of civil servants and public employees to work at the commune level or the proposal for the need to increase civil servants and public employees of communes/wards must be based on the actual situation of the staff at the grassroots level; while ensuring the requirements for assigning and arranging the staff of civil servants and public employees.

Departments, branches, sectors, and public service units under the City People's Committee are responsible for sending cadres and civil servants to ensure that according to the requirements and proposals of the commune level, they meet the requirements of work in each sector and field. Must ensure standards, conditions, and requirements for the job position of the assigned and arranged position at the time of implementation.

The increase in personnel for work at the commune level is carried out in the following forms: transferring or seconding civil servants and public employees from departments, branches, sectors, public service units under the City People's Committee to the Commune People's Committee.

The time for sending civil servants and public employees to work must be sufficient to meet and resolve the requirements of work and tasks at the commune level according to the assigned sectors and fields (minimum secondment period is from 3 months; minimum mobilization period is 6 months).

Civil servants and public employees in departments, branches, sectors, and public service units under the City People's Committee are mobilized or seconded to work at the People's Committees of communes and wards, and enjoy the policy of: receiving salaries according to job positions before being sent by agencies, organizations, or units.

Along with that, priority is given in the plan to pay additional income at the end of the year; considered for early salary increase if the salary level has not been ranked at the final salary level in the rank or position; considered for rewards.

Based on the assigned staffing of civil servants and public employees; based on the tasks according to the state management decentralization and the actual workload; based on the number of existing civil servants and public employees and the current status of professional qualifications and the ability to perform tasks of the team of civil servants and public employees, the People's Committees at the commune level propose the need to increase personnel according to the following steps:

Step 1: Commune-level specialized departments review and evaluate the volume and complexity of assigned work, the current status of the team of civil servants and public employees at the department, report to the People's Committee at the commune level on personnel needs to increase professional support of the department.

Step 2: The People's Committee at the commune level reports and requests the policy of the Party Committee of the People's Committee at the commune level on the personnel needs to be increased to support the resolution of urgent tasks in the locality.

Step 3: Based on the consensus of the Party Committee of the People's Committee at the commune level, the People's Committee at the commune level sent a document to the department, branch, branch, public service unit under the City People's Committee proposing the need to send civil servants and public employees to work at the commune level in each field.

Step 4: Based on the proposed document of the People's Committee at the commune level, departments, branches, sectors, and public service units under the City People's Committee will review the team of civil servants and public employees and have a written response to the People's Committee at the commune level.

Step 5: After the People's Committee at the commune level and departments, branches, sectors, and public service units under the City People's Committee agree on the form of sending civil servants and public employees, the departments, branches, and sectors issue a Decision on the transfer or secondment of civil servants and public employees to work at the commune level. The decision was sent to the People's Committee at the commune level and the Department of Home Affairs for synthesis.

Step 6: After the deadline for transfer or secondment, within 5 working days, the People's Committee at the commune level shall have a Document reporting to the transfer or secondment agency to carry out procedures for receiving civil servants and public employees returning to work at the department, branch, sector, public service unit under the City People's Committee, in which there are comments and evaluations of the results of performing duties and tasks at the unit.
