On the morning of November 14, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh chaired the regular online meeting of the Hanoi People's Committee in November 2024 to review a number of contents submitted to the City People's Council meeting and according to the 2024 Work Program of the City People's Committee.
At the meeting, the City People's Committee considered and approved the submission of the City People's Committee to the City People's Council to issue a Resolution regulating the concession of exploitation and management of valuable architectural works and cultural and sports infrastructure works and items under the management of Hanoi City (implementing Point a, b, Clause 4, Article 41 of the Law on the Capital); the submission of the City People's Committee to the City People's Council to issue a Resolution regulating the use of public assets at public service units under the management of the City for business purposes, leasing, joint ventures, and associations (implementing Point a, b, Clause 4, Article 41 of the Law on the Capital).
The meeting considered and approved the report of the City People's Committee to submit to the City People's Council to issue a Resolution regulating the authority to decide and approve tasks and estimates of regular expenditures of the city budget to purchase assets and equipment serving the operations of agencies and units under the management of Hanoi City.
The City People's Committee also considered and approved the City People's Committee's submission to the City People's Council to issue a Resolution regulating the order and procedures for adjusting the determination of environmental zoning in the Capital Planning and locally adjusting the general urban planning, general planning for construction of functional areas, and specialized technical infrastructure planning approved by the Prime Minister in Hanoi.
Consider and approve the submission of the City People's Committee to the City People's Council to issue a Resolution regulating the application of measures requiring the suspension of electricity and water services in Hanoi.
Consider and approve the submission of the City People's Committee to the City People's Council to issue a Resolution regulating the payment of additional income for cadres, civil servants and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations and public service units whose regular expenditures are fully guaranteed by the state budget under the management of Hanoi City.
For matters under its authority, the Hanoi People's Committee considers the Resolution on the title of honorary citizen of the Capital; the Resolution regulating the establishment, reorganization, and dissolution of specialized agencies and other administrative organizations under the City People's Committee, under the People's Committees of districts, towns, and cities under Hanoi; the Resolution regulating the order and procedures for establishing and dissolving public service units under the Hanoi People's Committee.
The meeting also considered the Resolution stipulating the authorization of the Chairman of the People's Committee at the commune level to handle administrative procedures for civil servants of the People's Committee at the commune level in Hanoi; the Resolution stipulating the term contract to undertake a number of job positions in the group of specialized professional tasks, shared professional tasks in specialized agencies, other administrative organizations under the City People's Committee, under the People's Committee at the district level.
The City People's Committee also considered the Resolution stipulating the City People's Committee and the Chairman of the City People's Committee to decentralize and authorize the Investment Project Management Boards under the City People's Committee and the Directors of the Construction Investment Project Management Boards under the City People's Committee; the Resolution stipulating the transfer of cadres and civil servants working in communes, wards and towns to cadres and civil servants under the administrative payroll; the recruitment, use and management of cadres and civil servants working in communes, wards and towns in Hanoi.
