Hanoi requires leaders to declare all red books, money, precious metals, and foreign assets

Hanoi has just issued an official dispatch requesting declaration and control of assets and income for people with positions and powers in organizations and units in 2025.

Hanoi City People's Committee has just issued Official Dispatch No. 6823 on implementing the work of declaration and control of assets and income of people with positions and powers in agencies, organizations, and units in 2025.

Accordingly, agencies, organizations, and units managing and using people who are obliged to declare organize the declaration according to the provisions of Article 37, Article 38 of the 2018 Law on Anti-Corruption and Article 5 of Decision No. 45/2022 dated December 13, 2022 of the City People's Committee on controlling assets and income of people with positions and powers in agencies and units under Hanoi City.

Assets and income to be declared include: Land use rights, houses, construction works and other assets attached to land, houses, construction works (red book); precious metals, gemstones, money, valuable papers and other assets that each asset has a value of 50 million VND or more; assets and accounts abroad; total income between 2 declarations.

For first-time declaration: The person holding the position for the first time specified in Clauses 1, 2 and 3, Article 34 of the Law on Anti-Corruption in 2018. The declaration must be completed no later than 10 days from the date of receiving, recruiting, and assigning to the position.

Supplementary declaration is carried out when the person subject to declaration has changes in assets and income worth 300 million VND or more. The declaration must be completed before December 31, 2025, except for cases that have been declared annually.

For annual declarations: People holding positions from directors of departments and equivalents upwards; civil servants holding ranks according to the provisions of Clause 1, Article 10 of Decree No. 130/2020 dated October 30, 2020 of the Government; people holding leadership and management positions from deputy heads of departments and equivalents upwards working in a number of fields identified in Appendix III issued together with Decree No. 130/2020 dated October 30, 2020 of the Government; representatives of state capital in enterprises. The declaration must be completed before December 31, 2025.

Declaration to serve cadre work is carried out for the following cases: People who are obliged to declare as prescribed in Clauses 1, 2 and 3, Article 34 of the 2018 Law on Anti-Corruption when it is expected to elect, approve, appoint, reappoint, and appoint to other positions. The declaration must be completed no later than 10 days before the expected date of election, approval, reappointment, and appointment to other positions.

The person with the obligation to declare is specified in Clause 4, Article 34 of the Law on Anti-Corruption in 2018. The time of declaration is implemented according to the provisions of the law on elections.

Agencies, organizations, and units are responsible for the accuracy and completeness when approving people who are obliged to declare assets and income under their management authority according to regulations.

The City People's Committee requests heads of agencies, organizations, and units to organize propaganda, dissemination, and guidance on asset and income declaration; receive, manage, and hand over asset and income declarations and publicize asset and income declarations to people who are obliged to declare asset and income according to regulations.

Agencies, organizations, and units shall hand over the declaration of assets and income of the person who is obliged to declare to the competent asset and income control agency in accordance with regulations.
