According to the People's Committee of Ha Tinh province, the reason for not implementing the arrangement of Hong Linh town in the period of 2023 - 2025 is to focus on building and completing the legal basis (planning, building infrastructure...) to serve as the basis for the arrangement of Hong Linh town in the period of 2026 - 2030.
Orientation for the period 2026 - 2030, Hong Linh town will expand its boundaries on the basis of merging some communes of Duc Tho district; at the same time, merging Vu Quang district into Duc Tho district (reducing Vu Quang district).
In the period of 2023 - 2025, Ha Tinh province proposed to reorganize and reduce Loc Ha district.
After the reorganization, the number of district-level cadres, civil servants, public employees, and workers in Ha Tinh is expected to be 136 redundant. If the reorganization of Hong Linh town is implemented in this phase, Ha Tinh province will reduce 2 districts. At that time, the total number of cadres, civil servants, public employees, and workers is expected to be about 300 redundant.
On the other hand, during this period, Ha Tinh province implemented a plan to reorganize commune-level administrative units by reducing 7 communes. Therefore, it is very difficult for the locality to arrange, allocate and implement other related policies for redundant cadres, civil servants and workers.
Implementing the Resolution of the 19th Ha Tinh Provincial Party Congress, Ha Tinh province is prioritizing resources to build Ha Tinh city with a synchronous scale and infrastructure, gradually modernizing and becoming smart, striving to become one of the central urban areas of the North Central region.
In the immediate future, focus on adjusting administrative boundaries and expanding space for Ha Tinh city, to be completed before 2025.
The People's Committee of Ha Tinh province also cited Decision No. 1363 dated November 8, 2022 of the Prime Minister on approving the Planning of Ha Tinh province for the period 2021 - 2030, with a vision to 2050.
According to that decision, the specific plan for arranging Hong Linh town with adjacent district-level administrative units has not been determined.
If implemented, it will not comply with the provisions of Clause 3, Article 2 of Resolution 35/2023 of the National Assembly Standing Committee on "the arrangement of district-level administrative units must ensure compliance with provincial planning, rural planning, urban planning or other planning".
“Based on analysis and assessment of the local practical situation, the Provincial Party Committee, the Provincial Party Standing Committee, and the Provincial Steering Committee unanimously proposed that the Central Government allow Ha Tinh province to postpone the implementation of the restructuring of Hong Linh town to the period 2026 - 2030” - according to the People's Committee of Ha Tinh province.
For 42 commune-level administrative units, Ha Tinh has not yet reorganized in the 2023 - 2025 period because: There are 9 units belonging to key communes in terms of national defense and security; 3 units have been stable since before 1945; 7 units are planned to become urban administrative units; 2 units have been reorganized in the 2019 - 2021 period.
On that basis, Ha Tinh province proposed not to rearrange the 21 administrative units with the above characteristics.
For the remaining 21 units, based on practical situations, assessment and careful consideration, Ha Tinh province proposed not to carry out the arrangement in the period of 2023 - 2025.
