    Hai Duong - From February 28, the Hai Duong Department of Transport will temporarily suspend the procedures for issuing, exchanging and reissuing driving licenses.

    The Hai Duong Department of Transport has just issued a notice on stopping receiving procedures for granting, exchanging, and re-issuing road motor vehicle driving licenses.

    According to Decision No. 464/QD-UBND dated February 26, 2025 of the People's Committee of Hai Duong province on transferring the functions and tasks of state management to road motor vehicle testing and licensing from the Department of Transport to the Hai Duong Provincial Police for management, the Department of Transport announces:

    Stop receiving applications for issuance, renewal and re-issuance of road motor vehicle driving licenses from 4:30 p.m. on February 28, 2025 to serve the handover of tasks according to regulations.

    On February 28, 2025, only accept applications for issuance, renewal and re-issuance of car driving licenses with a validity of less than 5 days compared to the expiration date stated on the front of the driving license.
