The People's Committee of Hai Duong province has just issued a plan to implement the Provincial Planning for the period 2021 - 2030, with a vision to 2050, to effectively implement the Prime Minister's approval decision.
The plan aims to concretize key programs and projects; clearly identify progress and resources; assign tasks between departments, branches and localities to ensure the synchronization between provincial planning with regional and national planning and related planning.
Hai Duong province prioritizes investment in technical infrastructure projects, social infrastructure with regional, inter-provincial and intra-provincial connectivity such as transportation systems, irrigation, water supply and drainage, natural disaster prevention, infrastructure of industrial parks and clusters, specialized economic zones, urban and rural infrastructure and environmental protection.
In particular, the province focuses on developing social infrastructure, especially healthcare, education, culture, sports, science - technology, and social security. At the same time, encourage investment in restoration, embellishment of historical and cultural relics, and construction of key cultural and sports institutions.
Regarding investment orientation, Hai Duong plans to focus on large-scale industrial - urban - service projects with added value and high competitiveness, creating growth breakthroughs. The projects are encouraged to be implemented in the form of public-private partnerships (PPP), attracting private investment and foreign investment capital.
The total investment capital for the development of the whole society to implement the Provincial Planning for this period is expected to be about 776,910 billion VND, of which: state capital is about 110,240 billion VND; non-state capital is 480,670 billion VND; foreign investment capital is about 186,000 billion VND.
