The Department of Agriculture and Environment (Standing Agency for Natural Disaster Prevention of the City's Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense) requires localities to complete the evacuation of people from vulnerable and dangerous areas and on cages and vehicles at sea 24 hours before the storm makes landfall; specify the time and procedures for sea ban and temporarily suspending inland waterway transport activities, bridges across rivers, cable car systems, and entertainment areas in coastal tourist areas. Along with that, inspect and review the system of natural disaster prevention and control works, dykes, irrigation works, dams, and have problems from the first hour; preside with departments and branches to develop scenarios to respond to storms when the storm hits the shore of Hainan island, when the storm enters the East Sea, when the storm makes landfall.
The People's Committees of communes, wards and special zones must absolutely not be negligent or subjective in natural disaster prevention; implement in practice the mobilization of forces, materials, means and equipment in the area according to the "four on-site" motto; prepare locations and necessary necessities to serve the evacuation of people in vulnerable areas, areas with risk of landslides, old and weak apartment buildings, residential areas outside the dike, areas at risk of deep flooding along rivers and canals. For places that cannot be relocated immediately, there must be a proactive evacuation plan and enough safe temporary shelters in case of natural disasters, ensuring the highest safety of people and property.
The People's Committees of communes, wards and special areas: Kien Hai, Kien Hung, Chan Hung, Do Son, Nam Do Son, Duong Kinh, Hung Dao, Nam Trieu, Cat Hai and Bach Long Vi organize reviews, propaganda and mobilization of tourists in the area about the expected time of the storm, the expected time of ban on the sea to proactively move to a safe place. Along with that, prepare plans to handle landslides on coastal and mountainous roads at risk of landslides.
