On the afternoon of February 16, representatives of the Ho Chi Minh City Traffic Construction Investment Project Management Board (the investor) confirmed that the incident occurred in the morning of the same day at the HC1-02 underpass (connecting from Mai Chi Tho Avenue to the Ho Chi Minh City - Long Thanh - Dau Giay expressway).
The cause was determined to be an electrical incident that caused the pumping station to stop operating, causing groundwater to flow back into the tunnel, causing flooding in a section of more than 20 m long, about 50 cm deep.
Immediately after the discovery, the units fixed the electrical incident, restarted the pumping system and handled drainage in the morning. The investor said that he had arranged forces to be on duty during Tet to ensure the system operates stably and avoid recurrence of similar situations.

The HC1-02 underpass has a total investment of more than 342 billion VND, is one of the important items of the An Phu intersection project, which was just opened to traffic on February 2, 2026.
According to the design, the tunnel is about 480 m long, including more than 140 m of closed tunnel and more than 340 m of open tunnel. The starting point is adjacent to the beginning of Ba Dat bridge, the ending point is on Mai Chi Tho street (direction to the Saigon River tunnel, connecting to the HC1-01 tunnel access road).
The project has a scale of 2 directions for vehicles, 2 lanes in each direction, design speed of 50 km/h. Inside the tunnel, a synchronous system of pumping stations, drainage, lighting and fire prevention and fighting is installed.
Putting HC1-02 tunnel into operation helps directly connect traffic flow from the Ho Chi Minh City - Long Thanh - Dau Giay expressway to Mai Chi Tho street and vice versa, contributing to eliminating traffic conflicts at the intersection, reducing congestion for the eastern gateway of Ho Chi Minh City.

Previously, the HC1-01 underpass at the Mai Chi Tho - Dong Van Cong intersection was put into operation from the end of June 2025.
The An Phu intersection project has a total investment of more than 3,400 billion VND, started at the end of 2022.
According to the initial plan, the project would be completed in 2025, but due to delays, it was extended by the Ho Chi Minh City People's Committee to the second quarter of 2026.
Currently, the investor is accelerating the construction of the remaining items. The N3 overpass branch (from Mai Chi Tho turn left to Dong Van Cong) is expected to open to traffic on April 30, 2026. The N4, N1. 1 and N1. 3 bridge branches will be completed on June 30, 2026.
The N1. 2 bridge branch (from Luong Dinh Cua street to the expressway) is expected to be completed in October 2026, provided that more than 22,000 m2 of land is handed over in the first quarter of 2026.
