Increase in complaints and denunciations
Reporting at the meeting, Mr. Nguyen Van Thom - Chief Inspector of Binh Dinh province said that in 2024, the situation of complaints, denunciations, recommendations and reflections in the province increased compared to 2023.
The content of complaints and denunciations is mainly related to the land sector, implementation of compensation, support and resettlement policies when reclaiming land to implement projects, such as: North-South Expressway Project; DT639 coastal road (Cat Tien - Diem Van section and the section from National Highway 1D - New National Highway 19); Dien Bien Phu road extended to Diem Van urban area; Becamex - Binh Dinh industrial, urban and service park; Diem Van urban and eco-tourism area;...
In 2024, Binh Dinh received and processed 4,269 petitions/4,200 complaints, denunciations, recommendations and reflections. Of which, 1,107 petitions/1,093 complaints; 109 petitions/101 denunciations and 3,053 petitions/3,006 recommendations and reflections.
Received 3,523 visits/4,263 people coming to the citizen reception office and state agencies to present 3,041 complaints, denunciations, recommendations, and reflections. Of which, there were 23 large groups/13 cases with 237 participants.
Through receiving petitions, all levels and sectors have classified, processed and transferred denunciations, recommendations and reflections; guided citizens in making complaints regarding 465 complaints, 69 denunciations and 1,179 recommendations and reflections... Compared to 2023, the number of petitions received and processed increased by 244.
Go to the Central to complain about the resolved case
According to Mr. Nguyen Van Thom, the reason for the increase in petitions is that in 2024, the province will simultaneously implement many large-scale infrastructure investment projects, requiring land acquisition from many households.
Households subject to site clearance are afraid of their rights being affected, leading to petitions related to the implementation of compensation, support and resettlement policies.
Of the total 628 complaints under its jurisdiction, up to now, State administrative agencies at all levels have reviewed and resolved 569 cases. The results of the resolution show that 17 complaints were correct, 455 complaints were incorrect, 44 complaints were partially correct... After resolving the complaints, the citizens' legal rights and interests were restored to more than 5.3 billion VND and 470 square meters of various types of land.
"Some citizens went to Hanoi and central agencies to complain about old content that was considered and resolved by the Provincial People's Committee and central ministries," said Mr. Nguyen Van Thom.
The Chief Inspector of Binh Dinh province found that the work of receiving citizens and handling petitions of some agencies and units at the grassroots level still had errors; some cases of first-time complaint settlement were slow and not in accordance with regulations.
The above-mentioned shortcomings and limitations are caused by the fact that the state management work in the field of land management of some grassroots units is not strict, leading to inaccurate determination of land origin, time of land use, area of land recovered, and time of housing formation.
The application of compensation, support and resettlement policies in some units and localities is not guaranteed, affecting the legitimate rights and interests of citizens, giving rise to complaints...
