On September 20, Chairman of the Provincial People's Committee Bui Van Khanh signed a decision to declare an emergency situation regarding natural disasters causing landslides in Rai hamlet, Tuan Dao commune, Lac Son district and Rang hamlet, Cao Son commune, Da Bac district.
Rai hamlet, Tuan Dao commune, due to the impact of the flood in October 2017, has experienced subsidence and damage to some houses. After the circulation of storm No. 3 in 2024 with many prolonged heavy rains, many cracks and subsidence have appeared. There are many cracks and subsidence from 1 - 3m long, 2 - 3m deep and about 800m long. In addition, there are many small cracks, with an area of affected about 7ha.
The subsidence affected 111 households with 539 people. Of which, 60 households with 278 people had to be urgently evacuated from the dangerous area.
Many households have cracked houses, collapsed foundations, damaged houses and a high risk of landslides at any time. It is estimated that the amount of rock and soil that could collapse would be about 7 to 8 million cubic meters of rock and soil.
Up to now, the cracks and subsidence points are still continuing to grow wider and there is a risk of widespread landslides, especially when it rains and the soil and rocks are saturated.
In Rang hamlet, Cao Son commune, Da Bac district, due to the influence of heavy rain, cracks and loud explosions appeared at Ao Ech hill behind this locality in Rang hamlet, with a very high risk of landslides down to the residential area.
Immediately after receiving the information, local authorities mobilized 14 households with 61 people in high-risk areas to evacuate to safety.
On the morning of September 13, this area continued to show cracks and subsidence in the form of steps, at the largest point the height was about 200m and there was a slide arc about 500m long, with a very large volume of landslides and rocks.
In the afternoon of the same day, local authorities continued to evacuate the remaining households. The total number of evacuated households was 30 with 126 people.
For Rang School students, the People's Committee of Da Bac district has directed the Primary and Secondary School to arrange for Rang hamlet primary school students to study at Son Phu School, and for preschool students to study at Seo hamlet school.
Currently, the Chairman of the People's Committee of Hoa Binh province has directed the People's Committees of Lac Son and Da Bac districts to continue directing functional agencies and local authorities to stabilize accommodation at the relocation site, support people to ensure essential living conditions; continue to maintain regular forces to inspect and monitor landslide developments, stretch ropes and put up warning signs, and resolutely not allow people to return to their old residences when safety is not yet guaranteed...
