On June 9, Working Group No. 4 of the Provincial Party Committee Standing Committee led by Mr. Nguyen Manh Quyen - Chairman of the Provincial People's Committee - worked with the Standing Committee of the Party Committee of 14 communes and wards including: Thai Binh, Tran Hung Dao, Vu Phuc, Tran Lam, Tra Ly, Dong Hung, Bac Tien Hung, Dong Tien Hung, Nam Dong Hung, Bac Dong Quan, Bac Dong Hung, Dong Quan, Nam Tien Hung and Tien Hung to assess the situation after one year of operating the 2-level local government model.
At the working session, delegates assessed the operating results of the political system and local authorities after arranging administrative units; the situation of formulating and adjusting urban and rural planning; the implementation of Directive No. 18/CT-TTg on improving the quality of commune-level cadres and civil servants and Directive No. 21/CT-TTg on arranging villages and residential groups, arranging non-specialized personnel at the grassroots level.
According to the report, after one year of implementing the new model, localities have quickly stabilized the organizational structure, consolidated the contingent of cadres and civil servants, ensuring smooth operation; improved the efficiency of resolving administrative procedures, and at the same time focused on reviewing and adjusting planning, strengthening land management, construction order, site clearance and investment attraction.
Communes and wards have also reviewed the contingent of officials, developed training and fostering plans, and implemented plans to arrange villages and residential groups in accordance with reality.

Local leaders proposed many contents related to planning, land management, construction investment, staffing, village arrangement, residential groups and poverty reduction work. Representatives of departments and branches answered some contents under their authority and received proposals to advise competent authorities for consideration.
Concluding the working session, Mr. Nguyen Manh Quyen requested departments and branches to strengthen guidance, inspection, and promptly remove difficulties for grassroots levels; assign the Office of the Provincial People's Committee to coordinate in building a channel to receive and handle problems of local authorities at 2 levels, and the Department of Finance to review and supplement working equipment for localities.
He also proposed that the Department of Home Affairs and the Provincial Party Committee's Organization Board guide the consolidation of commune-level non-business units; the Department of Construction advise on planning in accordance with urban criteria, serving the goal of developing communes that meet the conditions to become wards and gradually building Hung Yen into a centrally-run city.
At the same time, localities need to promote site clearance, disburse public investment, effectively implement Resolution No. 57-NQ/TW, continue to support poverty reduction, ensure social security and summarize recommendations beyond their authority to report to the Standing Committee of the Provincial Party Committee for consideration.
