On December 2, Chairman of the Provincial People's Committee Pham Quang Ngoc chaired a meeting to listen to the Department of Construction and related units report on the orientation of traffic planning connecting the North and South of the province and the planning plan for the provincial administrative and political center.
According to the report of the Department of Construction, the total road length in the area is currently over 9,346km, including 7 expressways, 7 national highways, 48 provincial roads with the urban road system, commune roads, rural traffic roads. The transport development program for the period 2021 - 2025, with a vision to 2030, determines the priority of investing in key transport routes, with spillover effects, creating a development corridor for industrial parks and clusters; increasing the capacity to transport goods, promoting industry - services; ensuring convenient connections with international border gates, seaports, airports, in accordance with the Master Plan for socio-economic development of the Northern Key Economic Zone.
From 2021 to present, the province has continued to invest in a synchronous transport infrastructure system, gradually forming a comprehensive network, improving the appearance and position of the locality. Many important projects are being implemented such as the road connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh (section through Hung Yen); the horizontal axis connecting National Highway 39 with DT.376; DT.382B road; DT.387 connecting Hanoi - Hai Phong expressway; Tan Phuc - Vong Phan road connecting La Tien bridge and extending to Thai Binh city; the road connecting cultural heritage - tourism along the Red River; component project 2.2 of Ring Road 4 - Hanoi Capital Region; Ninh Binh - Hai Phong expressway (CT.08) section through Hung Yen.

At the meeting, representatives of departments and branches discussed and analyzed a number of planning options such as the route from Thai Binh ward to Hung Ha commune connecting to Pho Hien ward and Tan Phuc - Vong Phan road; the route from the National Highway 10 intersection to Diem Dien port; at the same time, clarifying technical requirements, scale and suitability with the province's spatial development orientation.
Concluding the meeting, the Chairman of the Provincial People's Committee assigned the Department of Construction to coordinate with departments and branches to complete the planning plan for the route from Thai Binh Ward to Hung Ha Commune connecting Pho Hien Ward; study investment phases and propose the connecting route from Thai Binh Ward to CT.08, ensuring synchronization, modernity, speed of 120km/h, striving to complete the project by 2027. The Department of Construction was assigned to study the design plan and organize the architectural competition for the bridge over the Luoc River under the project.
For the route from the National Highway 10 intersection to Diem Dien Port, the Chairman of the Provincial People's Committee requested the Department of Construction to urgently develop a detailed plan and report to the competent authority. At the same time, the Department of Construction received comments on the planning plan for the provincial administrative political center, completed and submitted to the Provincial People's Committee for consideration on December 5.
