Forces and means are ready to participate in the response, including 3,023 officers and soldiers of military units of the Ministry of National Defense, Military Region 3 and the provincial armed forces; along with 68 cars, 18 ships, 59 boats and 6 special vehicles.
In the work of ensuring the safety of ships and aquaculture, all 109 passenger ships and 370 tourist ships have been notified and are ready to take shelter when ordered.

3,884 fishing vessels operating along the coast have anchored safely in windy areas and fishing wharves in the province.
Quang Ninh currently has 7,929 aquaculture facilities, of which 800 are at sea. The owners of the facilities have proactively reinforced cages, brought people to shore, and prioritized women, the elderly and children.
Currently, the Provincial Military Command has completed preparations and is mobilized to participate in overcoming the consequences of storm No. 9. The interdisciplinary search and rescue team on Ha Long Bay strictly maintains the on-duty regime, regularly grasps the situation at sea, is ready to mobilize rescue, ensuring safety for people and vehicles. The Provincial Military Command has also established command departments to direct the implementation of storm response work.
