The project to upgrade and renovate provincial road 189 from Tan Thanh commune to Phu Luu commune is 11km long, with a total investment of nearly 45 billion VND. The project started in mid-2024 and was constructed by Quang Sang Construction and Trading Company Limited and Linh Giang Joint Stock Company.
This is the only route, leading to the orange capital of Ham Yen with a large volume of traffic. The sluggish, ginger-shaped construction of the road has affected people's lives. Vehicles participating in traffic must swerve to avoid potholes, elephant potholes, foggy roads, dusty sunshine and mud.
According to the reporter, the 11km provincial road 189 upgrade project is under construction at a slow pace. At the construction site, there are only a few workers paving the sidewalk. The entire route is littered with construction materials, no machinery or workers. Many items such as drainage culverts and unfinished roadbeds are under construction.
Mr. Tran Hien (Tan Thanh commune, Ham Yen district) said that the project to upgrade Provincial Road 189 has been implemented for a long time. However, the construction has been interrupted and is not yet completed. Workers and machinery mobilized to work for a period of time will be off. Recently, only a few groups of workers have been seen paving sidewalks.
"This is the main road of some communes, while it is being built in disarray and then left in disarray, affecting people's lives. It is dusty when it is sunny, and muddy when it rains. Materials are gathered on the road but are not constructed, vehicles are very dangerous to travel, especially at night.
People hope the project will be completed soon for convenient travel. This sluggish situation is unacceptable," Mr. Hien said indignantly.
Speaking to Lao Dong Newspaper, Mr. Le Van Thai - Director of Ham Yen District Construction Investment Project Management Board said that according to the plan, the project to upgrade Provincial Road 189 through Tan Thanh and Phu Luu communes will be completed in September 2025.
"Near the provincial road 189 upgrade project, there is a Tuyen Quang - Ha Giang expressway construction project, the large number of heavy trucks running through the route has affected the construction process.
In the coming time, the investor has requested contractors to continue constructing items to ensure progress," the leader added.

DT.189 road is a vital route passing through the center of 7 communes of Binh Xa, Tan Thanh, Phu Luu, Minh Dan, Minh Khuong, Bach Xa and Yen Thuan of Ham Yen district.
The road was invested in for upgrading with a budget of nearly 230 billion VND in 2014. However, after a while it has seriously degraded.
