The project to renovate and upgrade National Highway 4B (section Km3+700 to Km18) is designed and invested according to the scale of a grade III road, TCVN 4054:2005, design speed 80 km/h, total length 13,192 m; starting point at Km3+605 (connecting with the invested 4-lane inner-city section), ending point at Km17+707 (intersecting with National Highway 4B at Km17+890).
The project has a total investment of 988 billion VND from the central budget and is invested by the Lang Son Provincial Construction Investment Project Management Board.
Although the project is not yet completed, the embankment was seriously damaged after storm No. 3.
On November 21, according to the reporter's records, severe damage appeared on many embankments.
Subsidence and cracking occurred at many locations on the embankment surface, roof and toe, despite being reinforced with stone and reinforced concrete.
In many places, concrete slabs are broken and hanging from the hillside.
People in Po Khoang village, Khanh Xuan commune, Loc Binh district said that the cracks in some of the above embankment locations appeared a long time ago, after the circulation of storm No. 3 swept through.
According to local people, the project's embankment has been eroded and damaged, making them feel insecure when passing through these roads.
"Sometimes when I pass by, I'm afraid that concrete slabs will accidentally fall from the embankment, so I have to be really careful" - another resident shared.
On the same day, speaking with reporters, a representative of the Lang Son Province Construction Investment Project Management Board said that landslides on some embankments were caused by storm No. 3, including one large landslide.
According to the unit representative, landslides on positive slopes during construction of traffic works often occur.
"Recently, the Board also invited relevant units to the site and agreed to make adjustments. The project is still under construction, and the landslides will soon be fixed," the investor's representative informed.
