On March 25, information about the National Reserve located next to National Highway 5, in An Hung Ward, Hong Bang District, Hai Phong City, which has been seriously degraded and flooded for many days, and the risk of affecting the contents of the reserve goods, has attracted much attention.
Talking to reporters, a representative of the An Hung Ward People's Committee said: This reserve warehouse has been located in the ward for a long time. For many years, the warehouse has been closed, overgrown with grass, and flooded. The locality is not sure whether the warehouse still holds goods or not.
According to the reporter's records, the warehouse area here was flooded with water from 30 - 40cm, the warehouse walls were peeling and concave. According to people around, this flooded area is due to poor drainage system, warehouse foundation is lower than the foundation of National Highway 5 and the foundation of people's houses, so the warehouse is often flooded.
Informing about the incident, Mr. Le Van Duong - Director of the State Reserve Department of the Northeast region (under the General Department of State Reserves) - said: The Reserve warehouse in An Hung ward, Hong Bang district, Hai Phong city was built in the 1960s of the last century. Up to now, after many years, the warehouse has been seriously degraded. Since 2019, the State Reserve of the Northeast region has planned not to use this warehouse as a place to store goods. And by 2022, all goods had been moved. The depreciation of the warehouse is now zero.
According to Mr. Le Van Duong, after moving goods from the warehouse, in 2023, the Northeast Regional Reserve Department also implemented the handover of this location to the Hai Phong City People's Committee for management according to Decree No. 167/2017/ND-CP dated December 31, 2017 of the Government. However, the handover has not been completed, so the Department must stop to implement the handover from the beginning according to Decree 03/2025/ND-CP on the arrangement and handling of public assets.
"The Northeast State Reserve still has many reserve warehouses in Thuy Nguyen city, Hai An district, Kien An, Vinh Bao district... to ensure adequate reserves of goods according to regulations" - Director Le Van Duong said.
