Difficulties in disbursing support for typhoon Yagi in Quang Ninh

More than 2 months have passed, but the disbursement of the 1,180 billion VND support package to recover from storm Yagi in Quang Ninh has only reached 13% due to many reasons.

Quang Ninh - where the eye of storm Yagi passed through, caused damage of about 24,876 billion VND; 102,859 houses had their roofs blown off; 254 houses collapsed; 5,008 houses were flooded and eroded; more than 133,000 hectares of forest were damaged, 3,067 aquaculture facilities and 194 fishing boats were damaged.

To support people and businesses to restore production and stabilize their lives, the People's Council of Quang Ninh province issued Resolution No. 42/2024/NQ-HDND and Resolution No. 43/2024/NQ-HDND.

These resolutions include policies to support the construction and repair of houses for affected households; 100% tuition exemption for preschool children, primary and secondary school students and continuing education students in the 2024-2025 school year; raising the social allowance standard for social protection beneficiaries; supporting the cost of salvaging sunken ships and boats...

Accordingly, Quang Ninh province has allocated 1,180 billion VND to overcome the consequences of storm Yagi and implement social security.

However, up to this point, the disbursement rate of the support package has only reached about 13%.

At the regular press conference on November 26, Mr. Le Van Anh, Vice Chairman of the People's Council of Quang Ninh province, said: "Up to now, the province has disbursed 141.3 billion VND, of which 72 billion VND is tuition support, 38.5 billion VND is implemented to increase the level of support for social protection beneficiaries, 30.7 billion VND is supported for households with housing difficulties and 17.4 billion VND is repaired for emergency works".

"The disbursement rate is so low because during the implementation process from the People's Committees of localities (district and commune levels), many cases are not in the group of beneficiaries of the policy or are not eligible to enjoy the policy.

For the two groups of subjects that have suffered heavy losses, the forestry and aquaculture sectors, which are currently subject to Decree 02/2017/ND-CP, people have requested to increase the level of support, and the province has reported to the government about this. This is also a difficulty and a concern of the provincial leaders who want to resolve it to support the people.

In fact, many forest owners and aquaculture households reflect that the support levels under Decree 02/2017/ND-CP are too low.

For damaged acacia forests, the support level is only 2-4 million VND/ha, while the price of acacia harvested after the storm has decreased, making it difficult to hire workers.

Mr. Hoang Van Son, head of Son Hai village (Ba Che district), shared: "The cost of hiring workers is high, while the price of unpeeled acacia is only 750,000 VND/ton, causing many forest owners (trees 3 years old or less) to suffer losses after the storm, and the money from selling acacia is not enough to pay for labor."

For the aquaculture sector, due to failure to meet initial declaration conditions or disaster prevention measures, many aquaculture households are not eligible to receive support.

Currently, localities in the province are urgently posting the support list and carefully reviewing it to ensure payment to the right people and on time. However, with total damage to the agriculture and forestry sector reaching VND13,888 billion, overcoming the consequences requires a lot of time and effort from both the government and the people.
