Permanently block social media accounts that violate national security

Accounts that violate national security will be permanently locked while the condition for accounts to post on social networks is to be authenticated... Strict regulations on the use of internet services and information on the network will officially begin to be applied from today, December 25, when Decree 147/2024/ND-CP takes effect.

Block channels with infringing content

Decree 147 consists of 6 chapters and 84 articles, of which the most notable are the regulations that only verified social network accounts can post.

Accordingly, social networking platforms need to authenticate users' accounts using mobile phone numbers in Vietnam. In case users confirm that they do not have a mobile phone number in Vietnam, organizations and businesses providing social networking services must authenticate accounts using personal identification numbers in accordance with the law on electronic identification and authentication.

In case a social network service user uses the livestream feature for commercial purposes, foreign organizations, businesses, and individuals providing social network services must authenticate their accounts using personal identification numbers in accordance with the law on electronic identification and authentication. Ensure that only authenticated accounts are allowed to post information (write articles, comment, livestream) and share information on social networks.

Account authentication of users of cross-border social networking services and domestic social networks will be carried out within 90 days from December 25.

Temporarily block personal accounts, community pages, community groups, and content channels that regularly post illegal content (provide illegal content at least 5 times within 30 days or provide illegal content at least 10 times within 90 days and are requested by the Ministry of Information and Communications or the Ministry of Public Security to be blocked or removed).

Permanently block social media accounts, community pages/groups, and content channels that post content that violates national security or accounts, community pages/groups, and content channels that have been temporarily blocked 3 times or more upon request by phone, in writing, or via electronic means from the Ministry of Information and Communications, the Ministry of Public Security, local Departments of Information and Communications, and competent authorities as prescribed by law.

Clean up the cyber environment

According to Ms. Mai Thi Thanh Oanh - Deputy General Director of Coc Coc, Decree 147 has set out overall regulations and relatively comprehensive solutions to manage activities in cyberspace, emphasizing the mechanism for reporting violations and implementing technical measures to prevent cross-border information provision activities that violate Vietnamese law.

"If effectively implemented, the mechanisms and solutions in Decree 147 will not only help protect national digital sovereignty and protect users, but also create a healthy competitive environment, encouraging domestic businesses to develop," said Ms. Oanh.

Mr. Chu Tuan Anh - Director of Aptech International Programmer Training System - said that the new regulation helps each individual to be more responsible for their words, and more broadly, creates a culture of civilized behavior on social networks.
