According to the direction of the Hai Phong City Party Committee, communes, wards and special zones closely monitor the developments of the storm, strictly implement the direction of the Central and the city, focus on directing storm prevention and control work, ensuring "four on-site" implementation. In particular, it is important to proactively prepare facilities for storm prevention and control and have plans to evacuate people if necessary, ensuring absolute safety for people and property of people and tourists.
Implementing the city's direction, Phu Lien Ward People's Committee deployed measures to prevent and combat storms. In particular, building 2 frontline clusters: Cluster 1 (Ngoc Son, Trang Minh, Tran Thanh Ngo, Bac Son, Nam Hai) deploying forces to inspect and evacuate people in areas vulnerable to floods, landslides, Da Do riverbank and 1 row of degraded collective houses (house No. 27/1 Khuc Tri, 12 households). Cluster 2 (Van Dau, Nam Son, Dong Hoa) organizes local shock forces ready to handle incidents caused by storms and heavy rain, paying attention to 2 rows of houses at 1235 Tran Nhan Tong, 66 households living in the river system, canals in Dau Son 2 residential group.
Rear clusters prepare and supply materials and means to serve natural disaster response; support forces for front clusters when required; coordinate with the electricity, environment, and water sectors; be on duty 24/7 to receive information and direct handling.

In Kien An ward, on the afternoon of July 19, ward leaders directly inspected the situation of storm prevention and control work in some dangerous areas and vulnerable areas. After inspecting some flood escape corridors, dyke corridors, 3-storey Cong Doi apartment complex, 4-storey apartment complex of Le Duan residential group, apartment complex, boarding house, some degraded houses and trees at risk of falling in the ward, the leaders of Kien An ward requested residential groups and households to immediately deploy measures to prevent storm No. 3 to ensure the safety of people and property. Along with that, organize the organization of house-banking in areas at risk of landslides and flooding to prepare evacuation plans; absolutely do not be subjective or negligent in all situations.
On July 19, Kien Hung commune inspected the administrative boundary along the Van Uc river, which is assessed as an area at high risk of being directly affected by storms and floods. Through the inspection, the commune leaders requested relevant units and departments to continue to closely monitor the area, closely coordinate in the work of providing 24/7 duty, and at the same time strengthen propaganda work to the people to proactively prevent and ensure the safety of life and property. Specialized forces are ready on response plans when river water rises, landslides occur, and evacuate people if necessary.

Along with the meeting to discuss storm prevention plans, on July 19, Bach Long Vi Special Zone also brought ships and boats ashore to prevent storm No. 3 Wipha. At Cat Hai special zone, the leaders of the special zone directed Cat Ba Border Guard Station, Cat Hai and the Management Board of the bays of Cat Ba archipelago to quickly notify and instruct fishing boats and rafts to move out of the danger zone; prepare evacuation plans and anchor safely. At the same time, count and keep in close contact with vehicle owners to handle bad situations. Specialized agencies and localities are required to urgently review areas at high risk of landslides, blown-off roofs, and flooding; have plans to evacuate residents, protect important works and ensure the safety of the dyke and irrigation system. The projects under construction must also stop construction, reinforce, and protect equipment and materials.
The Special Forces Military Command and militia forces are mobilized to be ready to support the response, especially at vulnerable locations such as Cat Hai and Nam Phu Long islands. After-storm support and rescue plans have also been carefully prepared, with 100% of troops on duty, determined not to let major damage occur when the storm makes landfall.
